We are seeking a skilled and innovative Program Manager to join our team who will play a pivotal role in crafting data-driven insights for our clients, lead and coordinate complex technical initiatives across cloud, DevSecOps, automation, infrastructure. The ideal candidate should understand modern technology delivery and be able to work effectively with PO, architects, engineers, and client stakeholders to drive technical work to successful completion

Position Overview:

We are seeking an experienced Technical Project Manager to support enterprise IT delivery, cloud modernization, DevSecOps enablement, automation, and embedded engineering initiatives. The TPM will coordinate across client stakeholders, product owners, architects, engineers, DevSecOps teams, cloud teams, security teams, and Agile delivery teams to ensure technical work is planned, tracked, communicated, and delivered successfully.

The ideal candidate should have strong project management experience, a solid understanding of modern technology delivery, and the ability to translate complex technical work into clear plans, risks, dependencies, milestones, and executive-level updates.

Key Responsibilities:

Lead planning, coordination, and execution of technical initiatives across application, cloud, DevSecOps, infrastructure, and automation areas.
Manage project schedules, milestones, risks, issues, dependencies, action items, and deliverables.
Coordinate with Product Owners, Scrum Masters, architects, engineers, testers, security teams, and client stakeholders.
Support Agile/SAFe ceremonies including PI planning, sprint planning, backlog refinement, demos, retrospectives, and dependency management.
Track technical work in Jira and maintain supporting documentation in Confluence or similar tools.
Facilitate technical working sessions, stakeholder meetings, governance reviews, and executive status briefings.
Support DevSecOps, CI/CD, Infrastructure as Code, cloud modernization, monitoring, observability, release management, and operational improvement initiatives.
Ensure technical deliverables align with enterprise standards, security requirements, compliance expectations, and client priorities.
Prepare status reports, dashboards, risk logs, decision logs, meeting summaries, and leadership briefings.
Proactively identify blockers and drive resolution through coordination, escalation, and follow-up.

Skills and Qualifications:

Bachelor’s degree in IInformation Technology Computer Science, Engineering, Business, or related field.
8+ years of IT project/program management experience.
5+ years managing technical projects in software development, cloud, infrastructure, DevSecOps, or enterprise platform environments.
Experience with Agile, Scrum, Kanban, or SAFe delivery.
Strong understanding of cloud, CI/CD, automation, monitoring, security, and release management concepts.
Experience using Jira, Confluence, ServiceNow, GitHub/GitLab, Jenkins, or similar tools.
Strong communication, facilitation, organization, and stakeholder management skills.
Ability to manage multiple teams, priorities, risks, and dependencies.

Preferred Qualifications:

Federal government, CMS, HHS, or healthcare IT experience.
PMP, SAFe, Scrum Master, AWS, ITIL, or DevSecOps certification.
Experience with AWS, Terraform, CloudFormation, Ansible, Splunk, Datadog, New Relic, or CloudWatch.
Experience supporting ATO, security compliance, architecture governance, or operational readiness.
Experience with reusable engineering patterns, shared services, embedded engineering, or self-service enablement.
