This position is contingent upon contract award. The selected candidate will be proposed as Key Personnel and must be available to begin work promptly following award and completion of required DHS onboarding.
Position Summary
SnapIT Solutions is seeking a highly experienced Senior Database Developer / Contract Manager to lead a federal data operations, reporting automation, and database modernization support effort for the Department of Homeland Security Office of Homeland Security Statistics.
The Senior Database Developer / Contract Manager will serve as the technical and delivery lead for a hybrid reporting and data environment. The role combines hands-on database/data-engineering leadership with customer-facing contract management. The successful candidate will lead data operations, database administration, automation, governance, data quality, reporting support, technical documentation, and delivery management across a small technical team.
The environment includes PostgreSQL on Linux, Excel-based data sources, API-based integrations, SQL and Python automation, Tableau reporting, GitLab source control, and Government-approved tools. The successful candidate will support a moderate-to-complex reporting environment with approximately 1 TB of data, 48 data sources/datasets, 16 existing automated pipelines, multiple weekly/monthly/quarterly/yearly reports, and ongoing modernization priorities.
Key Responsibilities
- Serve as the senior technical lead and Contract Manager for a DHS report automation and data operations program.
- Act as SnapIT’s primary point of contact for the Government Contracting Officer, COR, technical leads, and stakeholders.
- Lead day-to-day delivery management, including work planning, task coordination, team oversight, status reporting, risk and issue management, action tracking, and stakeholder communications.
- Ensure awareness, coordination, quality, and timely delivery of all contractor work performed under the program.
- Respond to Government requests for discussion or issue resolution within 24 hours during standard business hours.
- Assess and improve existing data systems, report-production workflows, data pipelines, reporting processes, data stores, and technical documentation.
- Administer, develop, optimize, and maintain PostgreSQL databases in Linux-based environments.
- Design and maintain relational database schemas, data models, SQL queries, views, stored procedures, functions, triggers, indexes, and performance-tuning strategies.
- Lead development and maintenance of automated data-ingestion, ETL/ELT, transformation, cleansing, validation, and reporting workflows using SQL and Python.
- Support and improve existing Python- and SQL-based custom ETL processes and automated pipelines.
- Support data integration from PostgreSQL databases, Excel files, APIs, and other Government-approved data sources.
- Establish or enhance data-management practices including data dictionaries, metadata, naming conventions, data lineage, version control, data quality controls, and governance documentation.
- Implement and maintain data-validation, reconciliation, data-cleansing, error-handling, and quality-assurance processes supporting recurring statistical and operational reports.
- Support reporting products and dashboards in Tableau, including data-source preparation, refresh support, performance troubleshooting, validation, and data-quality review.
- Work with technical staff and Government stakeholders to define reporting needs, automate report workflows, establish priorities, and improve report timeliness and reliability.
- Support a backlog of report automation and data modernization work, including modernization of approximately four primary report-production workflows and four new or materially enhanced data pipelines during the base period.
- Support the development of a user-facing data/reporting interface for approximately 20 users, including collaboration on requirements, data-access needs, usability, search/filter capabilities, and technical integration.
- Coordinate GitLab-based source-control, version-management, and documentation practices for code, SQL scripts, automation components, and technical artifacts.
- Develop and maintain technical SOPs that are clear, repeatable, validated, and usable by non-technical personnel.
- Support routine reporting turnaround requirements, including recurring reports with a one-business-day turnaround and limited ad hoc reports generally due within three business days.
- Coordinate with the DHS Data Council and other stakeholders on data-governance, data-access, security, and policy requirements.
- Support data access controls, least-privilege practices, backup/recovery planning, and data-protection measures appropriate to Government systems and sensitive information.
- Support a recovery-time objective of three hours and full data recovery expectations for in-scope reporting and data capabilities.
- Ensure compliance with DHS procedures for sensitive information, Controlled Unclassified Information, privacy information, and incident reporting.
Required Qualifications
- Bachelor’s degree in Computer Science, Information Systems, Data Science, Engineering, or a closely related technical discipline.
- Master’s degree in a related field is preferred.
- 20 or more years of experience managing and supporting enterprise-scale data management, data integration, database administration, data platforms, data warehouses, or comparable technical environments.
- Extensive experience leading data operations, technical delivery, program management, project management, or client-facing technical workstreams.
- Strong hands-on experience with relational database-management systems, including PostgreSQL, Oracle, SQL Server, or similar enterprise platforms.
- Demonstrated PostgreSQL experience, including database development, administration, SQL querying, database design, data modeling, performance tuning, and troubleshooting.
- Demonstrated experience with Linux-based database or data-processing environments.
- Extensive SQL experience, including schema design, data modeling, complex queries, views, stored procedures, functions, triggers, indexing, query optimization, and data validation.
- Demonstrated experience designing, building, operating, or enhancing data warehouses, data marts, central repositories, data stores, or enterprise data-management platforms.
- Demonstrated experience designing, supporting, or enhancing ETL/ELT workflows, automated data pipelines, data transformations, data integration, and data-cleansing processes.
- Strong working experience with Python for data processing, data automation, ETL/ELT, API integration, scripting, or report automation.
- Experience integrating data from databases, APIs, file-based sources such as Excel, and other enterprise data sources.
- Experience with data governance, data quality, data dictionaries, metadata, naming standards, data lineage, access controls, and compliance-oriented documentation.
- Experience supporting reporting, dashboard, business intelligence, analytics, or visualization platforms; Tableau experience is strongly preferred.
- Experience using source-control tools such as GitLab, GitHub, Bitbucket, Azure DevOps, or comparable platforms.
- Experience writing clear technical documentation, including data models, process maps, data dictionaries, SOPs, interface specifications, test documentation, and operational runbooks.
- Demonstrated ability to lead technical discussions with business stakeholders, senior leaders, data analysts, developers, and Government customers.
- Strong written communication, presentation, analytical, and problem-solving skills.
- Ability to work full-time during 8:30 a.m.–5:00 p.m. Eastern Time, Monday through Friday.
- Ability to obtain and maintain required DHS suitability and access approvals.
Preferred Qualifications
- Current or prior DHS suitability, favorable federal suitability, Public Trust, Secret clearance, or other federal security credential.
- DHS, Department of Justice, Department of State, Department of Defense, or other federal civilian-agency experience.
- Experience supporting federal reporting, statistical data, public-policy data, immigration-related data, homeland-security data, or other sensitive government data environments.
- Experience supporting report-production automation, operational reporting, analytics modernization, or data-transparency initiatives.
- Experience with Tableau Server, Tableau Desktop, Tableau data sources, extract refreshes, dashboard performance, or dashboard validation.
- Experience developing or enhancing user-facing web interfaces, internal data portals, data catalogs, reporting portals, or search/filter functions.
- Experience with Java, REST APIs, JSON/XML, front-end web technologies, React, Angular, or related application-integration technologies.
- Experience with AWS, Databricks, cloud data platforms, cloud database services, or hybrid on-premises/cloud data architectures.
- PMP, PgMP, PMI-ACP, ITIL, DAMA/CDMP, AWS, Azure, Google Cloud, PostgreSQL, Oracle, Microsoft SQL Server, or related technical/professional certification.
- Experience with Agile, Scrum, Kanban, Jira, Confluence, or equivalent delivery-management tools.
