Full Job Description

MDC is seeking a Senior NexGen / QC Lead to serve as the technical authority and quality-system owner for a nationwide Air Force real-property inventory and FIAR support program. This role establishes repeatable data rules, evidence standards, checklists, sampling, defect thresholds, exception handling, and corrective actions while preventing the QC function from becoming a production bottleneck.

Responsibilities

Serve as the independent QC authority for DD Form 1354 packages, KSD assemblies, correction actions, validation reports and approved NexGen transactions.

Maintain sampling, defect, rework, acceptance-aging and root-cause controls; escalate systemic defects before they affect multiple installations.
Own the Quality Control Plan implementation, technical rule set, data dictionary, checklist architecture, sampling plan, defect taxonomy, and quality metrics.
Define required comparisons among source records, DAF Form 914, KSDs, NexGen, GIS/GeoBase, legal instruments, and physical observations.
Review high-risk changes, low-confidence results, source conflicts, rejected records, and selected installation packages using risk-based sampling.
Establish first-pass-yield, defect, correction-cycle, aging, and recurrence metrics and brief trends to program leadership.
Train Senior Analysts, Analysts, ARPLs, and reviewers on approved methods, evidence, record-change boundaries, and common defects.
Oversee controlled automation for scan/OCR-assisted DAF Form 914 comparison and completeness checking; require human review and prohibit unapproved direct upload.
Approve or maintain controlled templates, checklists, comparison rules, field definitions, and technical SOPs.
Perform root-cause analysis and direct corrective/preventive actions without becoming the sole reviewer for every routine record.
Support Government questions, acceptance comments, audits, and complex NexGen/KSD reconciliation.
Preserve independence: do not provide final approval of personal production; route final contractor acceptance to the PM or Deputy when required.

Required qualifications

8 or more years in Air Force/DoD real-property accountability, FIAR, audit readiness, accountable property systems, NexGen, or closely comparable work.
Advanced knowledge of KSDs, DAF Form 914, real-property data attributes, data validation, reconciliation, sampling, root-cause analysis, and corrective action.
Prior quality-assurance or quality-control leadership with documented ability to design scalable review rather than rely only on 100% manual inspection.
Strong spreadsheet/data-analysis, technical writing, training, and audit-evidence skills.
Ability to evaluate automation outputs, confidence thresholds, exceptions, and approval controls.
Ability to obtain and maintain required Government clearance and access.

Preferred qualifications

Direct NexGen IT or successor-system experience and familiarity with Air Force real-property policy and FIAR controls.
Experience with Power BI, SQL/data extracts, OCR/document comparison, GIS/GeoBase, SharePoint, or controlled document repositories.
ASQ quality, internal audit, Lean Six Sigma, data-quality, or information-governance credential.

Education

Bachelor’s degree in engineering, information systems, data management, accounting/audit, real estate/facilities, or a related field preferred; substantial specialized NexGen/FIAR experience may substitute.

Certifications

ASQ, Lean Six Sigma, Certified Internal Auditor, data-management, or comparable quality credential preferred.
