The Change Management Lead / Program Manager (PM) serves as the Contractor's primary point of contact and is responsible for the overall management, coordination, and successful execution of the Acquisition Workforce Change Management Support contract. The PM provides strategic leadership and day-to-day oversight of contract performance, ensuring all activities align with ACF's acquisition workforce modernization objectives. The PM leads the development and execution of change management strategies, stakeholder engagement, communications, workforce development, quality management, performance reporting, and continuous process improvement while serving as the primary liaison with the Contracting Officer's Representative (COR) and Government leadership. The PM is responsible for integrating multidisciplinary teams, proactively identifying risks, maintaining schedule and quality, and ensuring successful adoption of acquisition workforce initiatives across the organization.
Responsibilities:

Serve as the Contractor's primary point of contact and principal interface with the Government COR and other designated officials.

Provide overall leadership, management, and oversight of all contract activities, personnel, deliverables, schedules, budgets, and performance objectives.

Develop, implement, and maintain the Change Management Program Plan, Program Management Plan, Quality Control Plan, and other contract management documentation.

Lead organizational change management activities, including stakeholder analysis, change impact assessments, communications planning, adoption strategies, and resistance management.

Coordinate cross-functional teams supporting workforce development, acquisition support, communications, knowledge management, analytics, and quality assurance.

Manage project schedules, staffing, resource allocation, risk management, issue resolution, and escalation procedures to ensure timely delivery of all contract requirements.

Facilitate executive briefings, governance meetings, stakeholder workshops, and program status reviews.

Oversee development of executive reports, dashboards, performance metrics, and adoption analytics to support informed decision-making.

Ensure quality control processes are consistently applied to all deliverables and continuously improve program performance through lessons learned and corrective actions.

Monitor contract performance, identify emerging risks, recommend mitigation strategies, and ensure compliance with applicable Federal regulations, policies, and contractual requirements.

Foster collaboration among acquisition professionals, program offices, and stakeholders to support enterprise-wide adoption of standardized acquisition practices.
Qualifications:
-
A recognized change management certification (e.g., Prosci, ACMP, or equivalent), PMP, or comparable acquisition project/program management credential; (e.g., Federal Acquisition Institute (FAI), Defense Acquisition Workforce Improvement Act (DAWIA), or comparable);

A minimum of five (5) years of experience leading or supporting structured organizational change, modernization, or workforce transformation initiatives within federal agencies or complex organizations;

Demonstrated experience conducting stakeholder impact assessments, developing change strategies, and facilitating adoption of new processes or operating models;
-
Experience leading cross-functional engagement efforts and facilitating workshops, briefings, and executive-level discussions;
-
Documented experience providing strategic advisory, organizational transition support, or change management services.

Proficiency with Microsoft 365 applications, Microsoft Teams, SharePoint, Power BI, Smartsheet, and other collaboration and reporting tools.
Preferred Qualifications:
-
Master's degree in Business Administration (MBA), Public Administration (MPA), Organizational Development, Human Resources, Management, Communications, or a related field.

Experience supporting the U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), or another Federal civilian agency.

Familiarity with Federal Acquisition Certification (FAC) programs, acquisition workforce development, and acquisition governance processes.
-
Experience supporting enterprise-wide organizational transformation or workforce modernization initiatives.
-
Experience developing knowledge management repositories, communities of practice, workforce analytics, and executive dashboards.
-
Demonstrated success leading geographically dispersed teams in a hybrid or remote environment.

Experience facilitating executive workshops, strategic planning sessions, and stakeholder engagement activities
Education and Experience:
-
Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Organizational Development, Human Resources, Management, Communications, Industrial/Organizational Psychology, or a related discipline.

Minimum of ten (10) years of progressively responsible experience managing large-scale Federal programs or organizational change initiatives of similar size, scope, and complexity.

Minimum of five (5) years leading organizational change management initiatives supporting Federal agencies.
-
Demonstrated experience managing multidisciplinary teams supporting organizational transformation, workforce development, communications, stakeholder engagement, and program management.
-
Experience supporting Federal acquisition organizations, acquisition workforce initiatives, or acquisition lifecycle operations.
-
Demonstrated experience developing and implementing organizational change management strategies, communications plans, stakeholder engagement activities, and workforce adoption initiatives.
-
Experience developing executive-level reports, dashboards, performance metrics, and program management documentation.
-
Excellent written and verbal communication skills, including experience briefing senior executives and Government leadership.

Ability to obtain and maintain any required Federal security clearance or suitability determination.
