Full Job Description

AdaptiveVets Solutions is seeking an experienced cybersecurity leader to manage Risk Management Framework (RMF) implementation, Authority to Operate (ATO) activities, and cybersecurity compliance for the Department of Veterans Affairs (VA).

This role leads all cybersecurity authorization activities for a tiered multi-tenant ATO environment underpinning hundreds of mission-critical VA applications and services, including tenant ATOs for Telehealth, Scheduling, Digital Health, and Health Service Mesh.

Key Responsibilities

Lead all RMF implementation, ATO/ATC management, and cybersecurity authorization activities across the platform and its tiered tenant authorization environment.
Manage continuous monitoring programs using SNOWCAM, Nessus, and other approved tools to ensure ongoing compliance with VA and Federal security standards.
Oversee Plan of Action and Milestones (POA&M) management, vulnerability remediation tracking, and audit readiness activities.
Ensure full compliance with NIST 800-53 Rev. 5 security controls, VA Handbook 6500, and all applicable Federal cybersecurity directives.
Coordinate and lead security assessments, audit activities, and ATO renewal packages in coordination with the VA ATO team.
Implement and enforce Zero Trust architecture principles, IAM/PIV integration, and HSPD-12 requirements across the platform.
Maintain monthly ATO reporting, security findings documentation, and executive-level cybersecurity briefings for VA leadership.
Support incident response planning and coordination with the Monitoring and Incident Management team during security events.
Ensure all platform components comply with VA Cybersecurity Program (VA Directive 6500) and VA Information Security Program (VA Handbook 6500).

Required Qualifications

Bachelor's degree in Cybersecurity, IT, Computer Science, or related field (6 additional years of relevant experience may substitute)
12+ years of experience managing RMF, ATO, and cybersecurity compliance for Federal cloud systems
Deep knowledge of NIST 800-53 Rev. 5, NIST 800-37 RMF, and Federal cybersecurity frameworks including FISMA and FedRAMP
Hands-on experience with SNOWCAM, Nessus, and continuous monitoring tools in Federal or VA environments
Experience managing tiered ATO environments and multi-tenant security authorization boundaries
Demonstrated ability to lead security assessments, coordinate POA&M remediation, and brief Government leadership on risk posture

Preferred Qualifications

Direct experience with VA Handbook 6500, VA Directive 6500, and VA-specific cybersecurity requirements
Familiarity with AWS GovCloud security services including Security Hub, GuardDuty, and Config
Certified Information Systems Security Professional (CISSP) or Certified Authorization Professional (CAP)
Knowledge of CISA Binding Operational Directives (BOD 19-02, BOD 22-01, BOD 23-01)

Education:

Bachelor's degree in Cybersecurity, IT, or Computer Science (Required)

Experience:

Federal RMF and ATO management: 12 years (Required)

License/Certification:

CISSP (Preferred)
Certified Authorization Professional (CAP) (Preferred)
CompTIA Security+ (Preferred)
