Role:
The Senior Quality Assurance Analyst (Tester) will provide full-performance level testing support to the Department of Homeland Security (DHS).. The Mid-Level QA Analyst designs and executes test cases across functional, regression, integration, accessibility, and user acceptance testing for system releases under approved test strategies.
This role applies SDLC and Agile/Scrum practices, federal accessibility (Section 508) requirements, and DHS-specific quality expectations with limited supervision. The Mid-Level QA Analyst designs and executes test cases, performs defect triage and tracking, contributes to test documentation, supports HC migration test cycles, and escalates complex methodological or release-readiness issues to senior personnel.
Duties:
The Senior Quality Assurance Analyst (Tester) will:
Test Design & Execution
- Design, develop, and execute test plans and test cases system releases under approved test strategies.
- Perform functional and regression testing in advance of each software release.
- Translate business and functional requirements into thorough, defensible test designs covering positive paths, negative paths, boundary conditions, and edge cases.
- Execute manual test cases and run automated test suites against assigned features and components.
- Maintain accurate test execution records, supporting evidence, and traceability.
Defect Management & Test Documentation
- Identify, record, track, and resolve product defects in coordination with developers, the Product Owner, and integration teams using Jira, Azure DevOps, or comparable tooling.
- Reproduce defects with clear steps, environment context, and expected/actual results.
- Create and maintain test documentation using approved templates, including the Requirements Traceability Matrix (RTM), Test Summary Reports, and other test-related artifacts.
- Create and maintain release documentation, including Technical Release Notes, User Release Notes, and other documents as identified.
- Escalate complex, contested, or precedent-setting defects to senior personnel.
Section 508 Accessibility Testing
- Perform Section 508 accessibility testing in accordance with the Revised 508 Standards and WCAG 2.0 Level A and AA.
- Use JAWS, NVDA, ANDI, axe DevTools, WAVE, and other federal accessibility testing tools to validate compliance.
- Edit and modify documents and digital content as needed to maintain Section 508 compliance, including Word, PDF, and PowerPoint deliverables.
- Document accessibility findings, including remediation guidance for developers and content authors.
- Coordinate with senior personnel on VPAT and conformance reporting under approved templates.
HC Migration & Integration Test Support
- Support testing for the HC Systems Modernization Program, including data migration validation, integration interface testing, parallel run validation, and target-state platform release testing under senior direction.
- Execute reconciliation test cases that validate record counts, control totals, and balance integrity, and document variances for senior review.
- Support integration testing for REST/SOAP APIs, SFTP file transfers, and ETL/ELT pipelines under approved test designs.
- Create user acceptance test scripts and coordinate user acceptance testing with business users under senior direction.
- Support cutover validation, post-go-live smoke testing, and hypercare activities.
Stakeholder Coordination & Knowledge Management
- Coordinate routine testing activities with developers, the Product Owner, OCIO partners, integration teams, and program teams.
- Respond to program team and integration team inquiries on test scope, defect status, and release readiness using approved guidance.
- Contribute content to the system's Online Help library with new topics as changes are made to the HC systems.
- Document test interactions, follow-up actions, and notes accurately and consistently.
- Contribute to SharePoint knowledge repositories, test case libraries, automation script repositories, and quality knowledge bases.
Education:
- Bachelor's degree in Computer Science, Information Systems, Business, Engineering, or related field. Equivalent federal QA testing experience may substitute based on contract terms.
Required Experience and Skills:
- Active DHS Public Trust or favorably adjudicated investigation; ability to obtain and maintain required suitability/access throughout the period of performance.
- Minimum 5-7 years of total software testing experience, including hands-on functional, regression, and UAT execution.
- Strong knowledge of the SDLC and the Scrum Framework.
- Strong knowledge of QA strategies and methodologies, including smoke testing, regression testing, and functional and non-functional testing.
- Hands-on experience with Jira and test management or defect tracking tools.
- Hands-on experience using JAWS for Section 508 testing.
- Working knowledge of SQL queries, GUI design standards, and best practices.
- Working knowledge of Section 508 requirements and the Revised 508 Standards.
- Strong written and verbal communication skills, including the ability to draft clear test documentation and respond professionally to functional and technical stakeholders.
- Demonstrated ability to manage a steady workload with limited supervision in a fully remote environment.
Preferred Skills:
- Prior experience supporting DHS, OPM, federal HR shared services, or other federal Human Capital systems testing programs.
- Experience testing HC platforms such as Workday, Oracle HCM Cloud, SAP SuccessFactors, or PeopleSoft HCM.
- Experience testing federal HR systems, including NFC EmpowHR, USA Staffing, FedTalent, OPM eOPF, webTA, BENEFEDS, or TSP integrations.
- Experience supporting HC system migrations, modernization programs, or integration testing activities.
- Hands-on experience with automated testing frameworks (Selenium, Cypress, Playwright, Postman/Newman, or comparable).
- Experience with Salesforce testing or experience testing custom applications and websites.
- Certifications such as ISTQB Foundation, CSTE, Certified ScrumMaster (CSM), or active progress toward ISTQB Advanced.
- DHS Trusted Tester certification or IAAP CPACC for Section 508 accessibility.
