Full Job Description

AdaptiveVets Solutions is seeking a seasoned Program Manager to lead contract execution for enterprise IT platform operations supporting the Department of Veterans Affairs (VA).

As the Contractor's primary point of contact with full authority to act on all technical, management, and administrative aspects of contract performance, the Program Manager will drive strategic planning, operational excellence, and stakeholder alignment across a large, complex Federal IT program operating in a Scaled Agile Framework (SAFe) environment.

Key Responsibilities

Serve as the Contractor's primary point of contact with the Government, including the Contracting Officer's Representative (COR) and VA Health Leadership, with full authority over technical, management, and administrative aspects of performance.
Lead all strategic planning, program oversight, and coordination of technical and operational activities across the platform.
Manage program schedules, milestones, risks, and deliverables, including the Contractor Project Management Plan (CPMP), weekly progress reports, and monthly deliverables reports.
Direct resource allocation, staffing, onboarding, and personnel management to ensure all contract requirements are met with appropriately qualified personnel.
Oversee SAFe/Agile program execution including Program Increment (PI) planning, sprint planning, backlog refinement, and Agile ceremonies.
Coordinate with technical directors, subcontractors, and VA stakeholders to ensure platform availability, reliability, security, and continuous improvement.
Monitor contract performance against SLAs and quality standards, escalating and resolving issues proactively.
Ensure all deliverables are accurate, timely, and professionally formatted in accordance with VA standards.
Support ad hoc data collection, reporting requests, and Government inquiries within required timeframes.
Maintain compliance with all applicable VA policies, directives, and Federal regulations throughout the period of performance.

Required Qualifications

Bachelor's degree in Business, IT, Engineering, Management, or related field (4 additional years of relevant experience may substitute)
15+ years of experience managing complex Federal IT programs, including enterprise-scale cloud or platform services contracts
Demonstrated experience leading programs in a Scaled Agile Framework (SAFe) environment with full lifecycle responsibility
Experience managing contracts with the Department of Veterans Affairs or comparable Federal health/science agencies
Strong track record of stakeholder management, executive-level communication, and cross-functional team coordination
Proven ability to manage program schedules, risks, deliverables, and reporting requirements in compliance with Federal standards
Experience overseeing 24x7 mission-critical operations and managing multi-disciplinary technical teams

Preferred Qualifications

Experience with VA Office of Information and Technology (OIT) programs or comparable HHS/DoD IT contracts
Familiarity with AWS GovCloud, DevSecOps practices, and cloud-hosted enterprise platform environments
Knowledge of VA enterprise architecture standards, VIP Guide processes, and Federal acquisition regulations
Project Management Professional (PMP) or equivalent certification
Experience supporting programs subject to FISMA, NIST 800-53, and Federal cybersecurity compliance requirements

Education:

Bachelor's degree in Business, IT, Engineering, or Management (Required)

License/Certification:

Project Management Professional (PMP) (Preferred)
