Proposal / Capture Manager
Position Summary
Our client, [Confidential Company] is seeking an experienced Proposal Manager to lead the development of winning proposals for federal, state, and local government opportunities. This individual will manage the full proposal lifecycle, from opportunity assessment and capture support through proposal submission and post-submission activities. The Proposal Manager will work closely with executives, subject matter experts, operations leaders, technology teams, and external partners to develop compelling, compliant, and competitive proposals that showcase [Confidential Company]'s capabilities.

Current and past programs include support for CMS, FEMA, DEA, state unemployment agencies, Medicaid programs, Medicare appeals, medical review programs, and Independent Dispute Resolution Entity (IDRE) services. [Confidential Company] delivers large-scale surge staffing, contact center operations, adjudication services, medical and legal review support, document management, and technology-driven workflow solutions.
Key Responsibilities
This individual will:
Proposal Leadership
- Lead the end-to-end management of federal, state, and local government proposal efforts.
- Develop proposal schedules, outlines, compliance matrices, storyboards, and production plans.
- Coordinate proposal activities across technical, management, operational, pricing, and executive teams.
- Facilitate kick-off meetings, color team reviews, solutioning sessions, and proposal status meetings.
- Manage multiple proposals and task orders simultaneously while maintaining quality and compliance.
Proposal Development
- Analyze RFPs, RFQs, RFIs, ITBs, task orders, and other procurement documents.
- Develop compliance matrices and proposal response strategies.
- Draft, edit, and integrate proposal content into a cohesive and compelling narrative.
- Translate technical and operational concepts into clear, persuasive writing.
- Ensure proposal responses clearly address evaluation criteria, technical requirements, management approaches, and past performance qualifications.
- Develop executive summaries, management plans, staffing approaches, transition plans, quality assurance plans, and risk mitigation narratives.
Collaboration & Subject Matter Expert Coordination
- Interview subject matter experts and operational leaders to extract information needed for proposal responses.
- Collaborate with healthcare, contact center, adjudication, technology, and program management teams to develop solution approaches.
- Work closely with teaming partners, subcontractors, and consultants to gather required proposal content and documentation.
- Coordinate collection of resumes, staffing plans, certifications, licenses, corporate qualifications, and past performance references.
Compliance & Quality
- Ensure all proposal submissions are fully compliant with solicitation requirements.
- Review proposals against evaluation criteria and scoring methodologies.
- Manage quality assurance reviews and incorporate reviewer feedback.
- Verify adherence to page limits, formatting requirements, file naming conventions, and submission instructions.
- Maintain proposal libraries, templates, resumes, past performance repositories, and knowledge management resources.
Capture & Business Development Support
- Assist with opportunity qualification and bid/no-bid decisions.
- Support capture managers and business development leaders in pre-RFP activities.
- Conduct research on agencies, programs, competitors, and procurement trends.
- Help develop win strategies, discriminators, and proposal themes.
- Track opportunities through various procurement platforms and government portals.
Production & Submission
- Manage final proposal production and packaging.
- Coordinate electronic submissions through government procurement systems and portals.
- Ensure all required forms, certifications, representations, and attachments are completed accurately.
- Maintain proposal records and submission documentation.
Required Qualifications
- Bachelor's degree in Business, Communications, Public Administration, Healthcare Administration, English, Political Science, or a related field.
- 5+ years of proposal management experience supporting federal or state government contracting.
- Demonstrated experience managing complex proposals exceeding $5 million in contract value.
- Strong understanding of government procurement processes and solicitation requirements.
- Exceptional writing, editing, and organizational skills.
- Experience leading proposal teams and coordinating cross-functional contributors.
- Ability to manage multiple deadlines in a fast-paced environment.
- Advanced proficiency with Microsoft Word, Excel, PowerPoint, SharePoint, and Teams.
Preferred Qualifications
- A PMP certification or equivalent proposal management credentials.
- Experience supporting proposals for agencies such as CMS, HHS, FEMA, DHS, DEA, state Medicaid agencies, workforce agencies, or other public sector organizations.
- Experience with healthcare operations, Medicare or Medicaid programs, contact center operations, adjudication services, dispute resolution programs, or records management services.
- Familiarity with GSA schedules, BPAs, IDIQs, task orders, and state procurement vehicles.
- Experience working with Amazon Connect, CRM platforms, workflow systems, or cloud-based operational environments.
- Understanding of healthcare regulatory programs and government compliance requirements.

Compensation
Base Salary $100,000-185,000 annually
- Compensation is competitive and will be commensurate with experience, qualifications, and aligned to the seniority, scope, and market for this role. Total compensation includes base salary and performance-based incentives, along with a comprehensive benefits package for full-time employees, including health, dental, and vision coverage, retirement plan options, paid time off, and company-sponsored benefits.
