Full Job Description

Catholic Charities of Northern Nevada is seeking a Supervisor for its Opioid Street Outreach program that will provide services to unsheltered individuals across Washoe County. This position supervises four Opioid Street Outreach Case Managers in alignment with a grant-funded Scope of Work.

The Opioid Street Outreach (OSO) Supervisor oversees and supports the OSO Case Managers under the OSO Program. This position provides day-to-day program oversight to ensure safe, effective, and compliant street-based outreach services for unsheltered individuals experiencing opioid use disorder (OUD) or at risk of OUD. The Supervisor works closely with the Chief Operating Officer (COO) and the Compliance and Outcomes Specialist to ensure adherence to Washoe County contract requirements, performance benchmarks, and reporting standards.

This is a grant-funded position and contingent upon renewable grant funding beyond year one. Hours may vary for the OSO team and there may be scheduled on-call or emergency coverage.

ESSENTIAL FUNCTIONS AND BASIC DUTIES

Provide direct supervision, guidance, and support to Opioid Street Outreach Case Managers through regular individual and team meetings.
Ensure street outreach services are delivered in alignment with trauma-informed, harm reduction, and person-centered practices.
Monitor and review client engagement, case planning, and service delivery to ensure consistency with program goals and County requirements.
Review and approve case files, assessments, service documentation, and contact notes to ensure accuracy, completeness, and timely entry into HMIS.
Ensure staff meet required caseload expectations (15–18 clients per case manager) and outreach benchmarks (minimum of 20 face-to-face contacts per week per staff).
Ensure all outreach staff are fully trained, knowledgeable, and increasingly self-sufficient in street outreach protocols, safety procedures, documentation standards, and coordinated entry processes.
Ensure accurate and timely HMIS data entry and compliance with all County and funder reporting requirements.
Complete, review, and submit required monthly, quarterly, and ad hoc reports in collaboration with the Grant Compliance Specialist.
Assist in the development, formalization, and maintenance of community partnerships, including licensed substance use treatment providers, behavioral health providers, and other community agencies.
Participate in multidisciplinary team meetings, case conferencing, and coordinated entry activities as required.
Support staff training, onboarding, coaching, and corrective action when necessary to maintain program quality and safety.
Assist with updating and implementing written policies and procedures related to street outreach operations.
Support integration and coordination with related human service programs while maintaining the integrity of the street outreach model.
May carry a limited caseload, as needed, to support program operations and continuity of services.

MINIMUM QUALIFICATIONS

Education: Master’s degree (MA/MS) in social work, sociology, psychology, public health, behavioral health, or a closely related field. Lived experience and bilingual ability are highly valued.

Experience: Minimum of five (5) years of experience working with individuals experiencing substance use disorders and/or unsheltered homelessness, including experience in street outreach or community-based services. Minimum two (2) years of supervisory experience required.

Licensure: Minimum of a Bachelors in a Human Services field, Master's Preferred. Certifed CADC or LADC also preferred.

Certification: Supervisor is expected to support staff in obtaining PRSS, if eligible.

Skills/Abilities:

Ability to function effectively in high-pressure, multifaceted environments while exercising sound judgment and prioritization.
Demonstrated ability to supervise, coach, and support staff working in unsheltered, street-based settings.
Ability to engage respectfully and effectively with individuals of diverse cultural, ethnic, and socioeconomic backgrounds.
Strong working knowledge of harm reduction, trauma-informed care, motivational interviewing, and de-escalation strategies.
Ability to assess safety risks and make appropriate decisions when working with individuals who may be intoxicated, in crisis, or experiencing behavioral health challenges.
Strong analytical, problem-solving, and decision-making skills.
Excellent verbal, written, and active listening skills.
Proficiency with Microsoft 365 and data systems, including HMIS.
Ability to prepare reports and documentation that align with County, state, and federal funding requirements.
Strong organizational, time management, and stress management skills.
Ability to work collaboratively as part of an interdisciplinary team.

WORKING CONDITIONS

This position involves a combination of office-based and field-based work. Fieldwork may include time spent in unsheltered environments such as encampments, streets, and other locations not intended for habitation. Work may involve exposure to individuals experiencing active substance use, mental health crises, and unpredictable environments. The position requires the ability to travel within the community and work flexible hours as needed to meet program demands and ensure adequate community coverage, including varied hours and scheduling for on-call or emergency coverage.

Pay: $35.00 - $39.00 per hour
