Senior Construction Quality Manager - Owner's Representative

Location: Northern Nevada
Salary: Up to $220,000 per year, dependent on experience

Position Overview

We are recruiting a Senior Construction Quality Manager to act as the Owner's Representative on a major industrial construction programme in Northern Nevada.

This is a senior, field-based position responsible for protecting the owner's interests throughout construction. You will independently monitor contractors, subcontractors and inspection agencies to ensure work is completed in accordance with approved drawings, specifications, applicable codes and contractual requirements.

This is not a manufacturing or production-quality position. The successful candidate must have substantial construction QA/QC experience gained on large industrial, advanced manufacturing, data-centre, semiconductor, battery, mining, chemical, power-generation or process-facility projects.

Responsibilities

Represent the owner across all construction quality matters.
Monitor the quality performance of EPC contractors, general contractors and subcontractors.
Verify construction against IFC drawings, specifications, approved submittals and applicable codes.
Review and approve contractor quality plans, inspection and test plans, hold points and witness points.
Coordinate civil, structural, mechanical, piping, welding and electrical inspection activities.
Develop scopes of work for third-party inspection and testing services.
Support RFQ and RFP processes for inspection agencies.
Evaluate and level proposals, support vendor selection and manage inspection contracts.
Review agency staffing, timesheets, invoices and overall performance.
Witness inspections, testing, commissioning activities and critical installations.
Identify non-conforming work and ensure corrective actions are properly implemented and closed.
Review material certificates, weld documentation, inspection reports and turnover packages.
Conduct contractor audits and quality meetings.
Support punch-list completion, commissioning, system turnover and final handover.
Provide clear and independent quality reports to senior project leadership.
Escalate emerging quality risks before they affect cost, programme or operational performance.

Required Experience

Significant construction QA/QC experience on major industrial projects.
Previous experience as an Owner's Representative, Construction Quality Manager, EPC Quality Manager, Site Quality Manager or senior QA/QC leader.
Demonstrable experience overseeing contractors and subcontractors in the field.
Experience managing third-party inspection or special-inspection agencies.
Experience preparing scopes of work and participating in RFQ or RFP processes.
Knowledge of bid evaluation, vendor selection, inspection contracts, timesheets and invoice approval.
Strong understanding of construction drawings, specifications, ITPs, NCRs, RFIs, audits and turnover documentation.
Ability to work across multiple construction disciplines.
Strong written reporting and stakeholder-management skills.
Willingness to work on site in Northern Nevada.

Preferred Qualifications

Experience in advanced manufacturing, battery materials, data centres, semiconductors, mining, chemicals, energy or other process-intensive facilities.
Knowledge of relevant AWS, ASME, API, ACI, NEC, NETA or ICC requirements.
AWS CWI, ICC, ASQ, API, NDT Level II/III or comparable quality certification.
Experience supporting commissioning and operational handover.
Previous involvement in large greenfield construction programmes.
