TITLE: Senior Design and Construction Manager
JOB OVERVIEW: The Senior Design and Construction Manager is responsible for the development, management, and execution of capital construction projects across hospital, outpatient, and non-patient care environments in accordance with VMC strategic initiatives. This position oversees and manages various multidisciplinary project teams consisting of internal staff, design consultants, contractors, and vendors to ensure successful outcomes. Assigned projects range in scope and complexity to include major and minor capital projects, deferred maintenance, critical infrastructure, and repair and alteration. Responsibilities include leading projects through all phases including programming, planning, design, bidding, pre-construction, construction, occupancy, and closeout, and effectively overseeing budgets, timelines, risks, and delivery of all assigned capital projects.
DEPARTMENT: Construction Management
WORK HOURS: Typically, Monday-Friday 7:00 AM - 3:30PM, with flexibility based on project needs. Occasional availability outside regular hours (early mornings, evenings, weekends) is required to meet project requirements and maintain on-site presence.

PREREQUISITES:
Bachelor's degree in Construction Management, Architecture, Engineering, or related field required. An additional four years of relevant and applicable experience may substitute for the degree requirement.
Proficiency in MS Office, MS Project, or similar project management software, and MS Excel required. Experience with AutoCAD, Bluebeam, Smartsheet, and knowledge of as-built drawing management preferred.
Knowledge of Washington State building codes, healthcare regulatory requirements (FGI Guidelines, DOH), and permitting processes applicable to healthcare construction.
QUALIFICATIONS:
Knowledge of the principles and theories of general construction trade practices, construction contracts, project management, architectural/engineering firm negotiations, specifications, and project scope/design development.
Proven ability to lead, mentor, and develop project teams, including internal staff, consultants, and contractors.

UNIQUE PHYSICAL/MENTAL DEMANDS, ENVIRONMENT AND WORKING CONDITIONS:

PERFORMANCE RESPONSIBILITIES:
Independently manage complex design and construction projects through all phases including budgeting, scheduling, planning, design, bidding, and construction administration.
Develop project programs, scopes of work, cost estimates, and budgets for capital facilities improvements and maintenance projects. Partner with department and hospital leadership to align project goals with organizational strategic initiatives.
Build, direct the work of, and mentor multidisciplinary project teams including internal staff, design consultants, contractors, and vendors to meet construction project goals.
Serve as the primary liaison between external construction teams and VMC departments and hospital administration. Facilitate cross-functional collaboration with senior and departmental leadership, Facilities Engineering, Biomed, Information Technology, Procurement, Environmental Services, Safety, and Infection Prevention, to ensure smooth operations throughout construction projects.
Review all design and construction projects at each design stage (schematic design, design development, and construction documents) to ensure VMC functional and technical requirements are met and compliance with all applicable codes and standards including local building codes, FGI Guidelines, and the NFPA Life Safety Code. Recommend corrective action for deficiencies.
Collaborate with design consultants, facilities staff, contractors, and departments to develop phasing and mitigation plans that minimize impact on departmental operations.
Direct and coordinate contractors and subcontractors to enable project completion within established schedules, operations, policies, and protocols. Oversee contractor performance management including issue resolution and accountability for quality and schedule adherence.
Provide strategic input to the VMC Facilities Master Plan including capital budget preparation, long-term planning, project prioritization, and coordination of the overall facilities program with VMC's clinical and business needs.
Coordinate and schedule all necessary interfacing with regulatory agencies including city building inspection officials, State and City Fire Marshals, State Department of Health, Environmental Agencies, Joint Commission , and other governmental jurisdictions. Coordinate with consultants to survey construction areas for hazardous materials to ensure proper abatement, remediation, and documentation.
Prepare and present project concepts and progress reports to various audiences, including senior management, department managers, and staff.
Ensure construction sites follow OSHA safety procedures and adhere to all protocols for signage, infection prevention, Fire and Life Safety, infrastructure use, noise/vibration/odor management, and operational impact on adjacent spaces. Champion safety culture and implement best practices for construction safety in healthcare environments.
Manage, maintain, and update all as-built and record file drawings, plans, and specifications.
