POSITION SUMMARY
The Montgomery County Department of Health and Human Services, Child Welfare Services Community Services Division, is seeking a Program Administrator IV to support the MSDE PreK Expansion Grant program. This is a full-time, hybrid, temporary position through 12/31/2026 with potential to extend, located in Rockville, MD. The hourly rate for this position is $30.00.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Establish trust and good working relationships with awardees of the PreK Expansion Grant
Provide grant writing support to MSDE PreK Expansion grant applicants, including narrative development and budget creation
Provide ongoing support and assistance to grant awardees in administering and managing the grant, including on-time reporting, documentation, and data collection
Record data and provide reports on program administrative success and challenges
Perform other duties as assigned

REQUIRED SKILLS AND ABILITIES

Experience in grant writing and grant management
Experience coaching and providing technical assistance on administrative practices related to grant management
Experience using computer software and database systems for data entry and reporting
Excellent communication and interpersonal skills
Preferred: Knowledge of Maryland State Department of Education (MSDE) PreK Expansion Grant program requirements
Preferred: Bilingual or multilingual skills (Spanish, Amharic, or French)

EDUCATION AND EXPERIENCE

Bachelor's degree required
2+ years of experience in program planning, evaluation, administration, or management required

PHYSICAL REQUIREMENTS

Prolonged periods of sitting at a desk and working on a computer
Working hours Monday–Friday, standard business hours
Frequent travel to grant awardee sites, including homes and childcare centers
Must be able to lift and move up to 25 pounds
