BASIC FUNCTION:
Serves as a senior administrative and operational leader within the Office of Public Safety. This position is responsible for planning, coordination, administration, compliance oversight, budgeting, personnel supervision, fleet management, transportation operations, training administration, property and evidence management, safety programs, security technology initiatives, and support of university public safety operations.
The position functions as the university's primary administrator for transportation services, parking program administration, traffic and mobility management, and fleet operations while providing critical support for campus safety initiatives, regulatory compliance programs, emergency preparedness efforts, training administration, major campus events, and office operations. The role requires extensive collaboration with campus departments and offices, external vendors, regulatory agencies, and community partners to ensure efficient, safe, and compliant transportation and public safety services across the institution.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Transportation Operations and Administration
- Administration and coordination of all university transportation services, requests, and programs.

Coordinate transportation requests submitted through approved university scheduling systems, (25LIVE software)

Manage transportation services for Athletics, Admissions, Student Affairs, Academic Affairs, Nursing, Community Service, Conferences, Summer Programs, and other university departments.

Oversee shuttle operations, including scheduling, staffing, budgeting, service evaluation, and route management.

Manage transportation services for commencement, orientation, move-in, family weekend, conferences, and special events.

Coordinate shuttle operations for athletics, student events, and institutional programs.

Administer transportation tracking and technology platforms, including shuttle management applications and vehicle utilization systems. (PassioGo app)

Operate university vehicles when operational needs require.

Be trained to drive and operate university owned 40' Mobile Nursing Unit
Fleet Management and Vehicle Administration
- Conduct operational oversight of the university's transportation fleet.
-
Ensure fleet vehicles are properly registered, inspected, licensed, and compliant with applicable regulations.
-
Maintain comprehensive records for maintenance, inspections, registrations, warranties, leases, and compliance requirements.
-
Coordinate preventative maintenance, repairs, and vendor service appointments.
-
Develop and implement fleet replacement schedules and vehicle acquisition initiatives.
-
Assist with preparation of vehicle specifications and procurement processes.
-
Manage lease agreements, vendor invoices, fuel programs, toll programs, and fleet-related expenditures.
-
Maintain service schedules and operational readiness of executive vehicles, including Presidential and Chancellor vehicles.
-
Support administration of specialized university vehicles, including wellness or community service vehicles as assigned.
Personnel Supervision and Driver Administration
- Supervise full-time, part-time, student, volunteer, and per diem transportation personnel.

Schedule drivers and transportation staff to support University operations and events.
-
Process payroll, timekeeping, and related personnel documentation.
-
Develop and maintain driver qualification files and certification records.
-
Coordinate onboarding, training, recertification, and professional development programs for transportation personnel.

Administer driver safety programs and maintain authorized driver databases.

Monitor compliance with university driving standards, risk management requirements, and regulatory guidelines
Public Safety Administration
- Provide administrative support to Public Safety leadership, including maintaining personnel training records, certifications and continuing professional development offerings.

Assist in implementing departmental goals, strategic initiatives, and operational objectives.
-
Support emergency preparedness, traffic management, crowd control, and incident response planning.
-
Assist with public safety operations during major campus events and emergencies.
-
Coordinate transportation and logistical support for emergency operations when required.
-
Support community education, crime prevention, and safety awareness initiatives.
-
Participate in investigations and operational reviews as assigned by office leadership.
Property and Evidence Management
- Maintain and manage all department-controlled property.
-
Ensure proper acceptance, documentation, storage, chain of custody, release, and disposition of property.

Conduct routine inventories and audits of departmental property.
-
Prepare required reports and documentation related to inventory control.
-
Maintain records in accordance with legal, regulatory, and departmental standards.
Compliance, Training, and Risk Management
- Maintain department compliance files and records required by local, state, federal, accreditation, and university standards.

Coordinate law enforcement and public safety training records and certification programs.
-
Maintain RILETS certification and compliance records.
-
Track certification renewals, expirations, and mandatory training requirements.
-
Assist with Clery Act, VAWA, Title IX, Campus SaVE Act, and other regulatory compliance efforts.
-
Maintain AED, Naloxone (Narcan), and related public safety program records.
-
Prepare audits, compliance reports, and regulatory documentation.
-
Support risk management initiatives and transportation safety programs.
-
Ensure operational readiness for inspections, audits, and compliance reviews.
Parking and Traffic Management
- Administer and oversee the university's campus parking program, including permit issuance, parking regulations, enforcement coordination, and customer service.

Maintain parking management databases, records, permits, and utilization reports.
-
Review parking operations and recommend policy revisions to enhance compliance, safety, efficiency, and customer experience.
-
In collaboration with event organizers, coordinate parking accommodations for campus events, conferences, athletic contests, commencement, orientation, and other special events.

Collaborate with Facilities, Student Affairs, Athletics, and external stakeholders on parking and traffic management initiatives.
-
Monitor parking inventory, utilization trends, and operational needs to support long-term campus planning.

Assist with the development and implementation of parking policies, traffic circulation plans, and transportation demand management initiatives.
-
Coordinate signage, parking lot designations, enforcement technologies, and parking-related communications.
-
Prepare periodic reports regarding parking operations, appeals, revenues, utilization, and program effectiveness.

Assist with traffic control planning, pedestrian safety initiatives, and roadway management during routine operations, emergencies, and major campus events.
Budget, Financial, and Contract Administration
- Assist in preparation and management of transportation and training budgets.
-
Review invoices, expenditures, departmental charges, and vendor payments.
-
Administer fuel card and electronic toll programs.
-
Prepare transportation usage reports, reimbursement reports, and chargeback analyses.
-
Monitor transportation contracts and vendor performance.
-
Serve as liaison to transportation providers, leasing companies, government agencies, and service vendors.
-
Coordinate vehicle rentals and transportation agreements.
-
Recommend operational and budgetary improvements to enhance efficiency and service quality.
Security Technology and Safety Programs
- Collaborate with Information Technology and campus stakeholders on security technology initiatives.

Support deployment, maintenance, and improvement of access control, video surveillance, and public safety technology systems.
-
Assist with security camera expansion and modernization projects.
-
Provide operational recommendations regarding safety technology and campus security enhancements.
-
Support data collection and reporting related to security technology initiatives.
Administrative Reporting and Interdepartmental Coordination
- Maintain transportation, training, fleet, compliance, and operational records.

Prepare utilization, expenditure, compliance, and management reports.

Coordinate courier and internal transportation services.
-
Arrange transportation for university business operations and special programs.

Collaborate with Business Office, Facilities, Human Resources, Information Technology, Athletics, Admissions, Student Affairs, Risk Management, and external partners.

Coordinate travel and transportation support for senior university leadership when required.
OTHER DUTIES AND RESPONSIBILITIES:
This position is classified as an "essential position". Employees who occupy an essential position ("essential personnel"), may be required to be on campus during emergencies, when work and/or classes have been cancelled. Exceptions may apply and will be determined by the department/office supervisor on a case-by-case basis.
LICENSES, TOOLS, AND EQUIPMENT:
Valid U.S. Driver's License with an acceptable driving record.

ORGANIZATIONAL IMPACT
This position represents a management-level hybrid role with institution-wide responsibility for transportation services, fleet operations, parking management, personnel management, compliance administration, training oversight, public safety support operations, risk management activities, vendor management, budgeting, and security technology coordination. The role serves as a key operational liaison between Public Safety and multiple university departments and offices while ensuring safe, efficient, and compliant transportation and public safety services.
Job Requirements:
Required:
- Valid U.S. Driver's License with an acceptable driving record.

Successful completion of required background investigations and employment screenings.

Experience in Public Safety, Campus Safety, Emergency Services, Law Enforcement, Transportation Operations, Military Service, or a related field.

LEOSA Qualification: Must be eligible to qualify under the Law Enforcement Officers Safety Act (LEOSA) and maintain the required qualifications to carry a firearm while performing official duties on campus.

Minimum three (3) years of supervisory or management experience

Associate degree, or equivalent combination of education and relevant experience.

Demonstrated experience with budget administration, personnel supervision, and operational management across public and/or private-sector environments, with an understanding of public safety operations.

Strong organizational, communication, and problem-solving skills.

Ability to manage multiple priorities in a fast-paced environment.
Preferred:
- Bachelor's degree in criminal justice, Public Administration, Safety Management, Business Administration, Transportation Management, Emergency Management, or a related field; or five (5) years or more of equivalent relevant professional supervisory level experience.

Experience in higher education administration.

Management or senior level experience managing transportation fleets and public safety operations.

Knowledge of Clery Act, Title IX, VAWA, Campus SaVE Act, and related compliance requirements.
