Technical Proposal Engineers (Primary & Secondary)

Location: Dallas, TX (Hybrid)

Job Type: Full-Time

Overview

We are seeking both Primary and Secondary Technical Proposal Engineers to join a growing pre-construction and tendering team supporting utility, power, renewable energy, and mission critical infrastructure projects.

These positions will play a key role in the development of technical proposals, supporting the successful delivery of competitive bid submissions for complex EPC projects. Opportunities are available for both experienced proposal engineers capable of leading technical bid activities and engineers looking to build upon existing tendering, design, or estimating experience.

Key Responsibilities

Review client specifications, drawings, and tender documentation.
Develop technical solutions that align with client requirements and project objectives.
Identify value engineering opportunities and cost-effective design alternatives.
Specify major electrical equipment and verify compliance with applicable standards.
Coordinate and prepare technical tender deliverables, including:
Single Line Diagrams (SLDs)
General Arrangements (GAs)
Technical calculations
Equipment schedules
Project Execution Plans
Provide technical support to estimating and commercial teams throughout the bid process.
Collaborate with suppliers, subcontractors, engineering teams, and other stakeholders.
Participate in technical review meetings and bid strategy discussions.
Maintain technical documentation throughout the proposal lifecycle.

Primary Technical Proposal Engineer Responsibilities

In addition to the responsibilities above, Primary Technical Proposal Engineers will:

Lead the technical development of tender submissions.
Provide technical direction and guidance to proposal team members.
Own technical compliance reviews and bid strategy development.
Drive equipment selection and major technical decisions.
Act as the primary technical point of contact during the tender process.

Secondary Technical Proposal Engineer Responsibilities

In addition to the responsibilities above, Secondary Technical Proposal Engineers will:

Support the development of technical proposal documentation.
Assist with equipment selection, technical reviews, and compliance checks.
Prepare technical deliverables and supporting bid documentation.
Work closely with senior proposal engineers and estimating teams throughout the tender process.

Requirements

Bachelor's Degree in Electrical Engineering or related discipline, or equivalent industry experience.
Experience within substations, utilities, power delivery, renewable energy, industrial, mission critical, or EPC environments.
Experience in proposal engineering, bid engineering, tendering, estimating, design engineering, or pre-construction activities.
Strong understanding of medium and high-voltage electrical systems.

Skills & Competencies

Strong technical and commercial awareness.
Excellent written and verbal communication skills.
Ability to interpret technical specifications and construction documentation.
Strong analytical and problem-solving skills.
Effective stakeholder management abilities.
Strong organizational skills with the ability to manage multiple deadlines.
Proficiency with Microsoft Office and relevant engineering software.
Ability to work effectively within a fast-paced project environment.

Compensation

Compensation will be commensurate with experience and level of responsibility, with opportunities available at both Primary and Secondary Technical Proposal Engineer levels.

Pay: $120,000.00 - $180,000.00 per year
