TCRS is seeking an experienced, collaborative, and strategic Human Resources Director to lead all aspects of the Human Resources function. Reporting directly to the Executive Director, this position serves as a key member of the leadership team and is responsible for developing and implementing HR strategies that strengthen our workforce, promote an exceptional employee experience, ensure legal compliance, and support the organization's long-term strategic goals.
The Human Resources Director serves as a trusted advisor to the Executive Director and leadership team while fostering a culture of accountability, engagement, inclusion, and continuous improvement.

Position Summary
The Human Resources Director provides strategic leadership and operational oversight for all Human Resources functions, including recruitment, employee relations, compensation and benefits, organizational development, compliance, performance management, payroll support, workforce planning, employee engagement, and risk management.
As a member of the agency's leadership team, this position partners with department leaders to develop policies, strengthen organizational culture, ensure compliance with federal and Washington State employment laws, and support the agency's mission through effective people practices.
Essential Duties and Responsibilities
Strategic Leadership
- Develop and implement HR strategies that align with TCRS's mission, vision, and strategic objectives.
- Serve as a strategic advisor to the Executive Director and leadership team on workforce planning, employee engagement, organizational development, and risk management.
- Foster a positive, inclusive, and high-performing workplace culture.
- Lead succession planning and talent development initiatives.
- Develop HR goals and performance metrics that support agency objectives.
Talent Acquisition & Workforce Development
- Direct recruitment, selection, onboarding, and retention strategies.
- Ensure hiring practices comply with applicable employment laws and agency policies.
- Oversee background checks, fingerprinting, licensing, and required certifications.
- Partner with department leaders to identify training and professional development opportunities.
- Supervise employee orientation and ongoing workforce development programs.
Employee Relations
- Advise managers on performance management, coaching, corrective action, conflict resolution, and employee engagement.
- Conduct workplace investigations and resolve employee relations matters professionally and confidentially.
- Lead employee recognition and retention initiatives.
- Oversee workers' compensation claims and return-to-work programs.
Compensation & Benefits
- Administer employee benefit programs, retirement plans, and annual open enrollment.
- Evaluate compensation and benefit programs to remain competitive and support recruitment and retention.
- Ensure compliance with ERISA, ACA, COBRA, FMLA, Washington Paid Family & Medical Leave (PFML), and other applicable employment regulations.
- Maintain productive relationships with benefit providers, brokers, and consultants.
Human Resources Operations & Compliance
- Ensure compliance with all federal, state, and local employment laws, including Washington State regulations.
- Oversee HRIS administration, personnel records, payroll support, and timekeeping processes.
- Develop, maintain, and communicate HR policies and procedures.
- Monitor HR metrics including turnover, retention, staffing, compliance, and workforce trends.
- Identify organizational risks related to employment practices and implement proactive solutions.
Employee Separation & Risk Management
- Oversee employee separations, unemployment claims, exit interviews, and offboarding.
- Ensure accurate documentation, record retention, and system updates.
- Maintain confidentiality of personnel information and Human Resources records.
Minimum Qualifications
Required
- Two (2) years of advanced education.
- Minimum three (3) years of progressively responsible Human Resources experience, including at least three (3) years in a leadership or management role.
- Comprehensive knowledge of Washington State employment laws, wage and hour regulations, leave administration, employee relations, and employment compliance.
- Demonstrated experience in recruitment, employee relations, performance management, policy development, and Human Resources operations.
- Experience advising managers and executive leadership on Human Resources matters.
- Strong leadership, communication, organizational, and interpersonal skills.
- Ability to maintain confidentiality while managing multiple priorities and sensitive information.
- Proficiency with Microsoft Office applications and Human Resources Information Systems (HRIS).
Preferred
- Bachelor's degree in Human Resources, Business Administration, Public Administration, or a closely related field; or an equivalent combination of education and progressively responsible Human Resources experience.
- Five (5) or more years of progressive Human Resources leadership experience.
- Experience working in nonprofit organizations, healthcare, human services, or organizations serving individuals with developmental disabilities.
- Experience administering employee benefits, payroll, HR compliance, and HRIS platforms such as ADP.
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
Additional Requirements
- Must be at least 21 years of age.
- Valid Washington State driver's license.
- Automobile insurance meeting agency requirements.
- Successful completion of a criminal history background check.
- Ability to obtain and maintain required certifications and training.
Physical Requirements
This position is primarily office-based and requires prolonged periods of sitting, frequent computer use, occasional lifting of up to 25 pounds, and the ability to communicate effectively in person, by telephone, and in writing.
