Job Description
The Agency for Human Rights (AHR) is seeking a highly experienced and equity-driven grants administration leader to serve as the Supervising Grants Administration Manager. This position is a senior-level analytical and managerial role responsible for planning, directing, and overseeing the full lifecycle of complex, multimillion-dollar community grant portfolios with significant fiscal, operational, and policy implications.
Reporting to the Director of Grants Administration, the 1825 operates with a high degree of independence and discretion, exercising judgment on matters with substantial financial impact, compliance risk, and public accountability. The position plays a critical role in institutionalizing sustainable grant administration systems, strengthening compliance and monitoring frameworks, and advising leadership on funding strategy, risk management, and performance outcomes.
The Supervising Grants Administration Manager supervises professional grant staff, collaborates across City departments, and represents AHR in interactions with oversight entities. The role ensures that AHR’s grantmaking practices are transparent, compliant, analytically rigorous, and aligned with the department’s mission and Citywide equity goals.
Key Responsibilities
Grants Administration & Program Oversight

Plan, direct, and oversee the administration of all grant funding, including the development of grant opportunities, application review processes, award recommendations, and fund distribution to nonprofit partners.

Manage and oversee a portfolio of highly complex, equity-focused grant programs serving historically marginalized communities, including multi-year and multi-source funding streams.

Ensure grants are aligned with AHR’s strategic priorities, fiscal controls, and applicable City, state, and federal requirements.

Develop, implement, and refine grantmaking protocols, including RFPs; technical assistance strategies; proposal evaluation frameworks; and contract execution processes.

Provide senior-level oversight of grantee onboarding, training, and ongoing support to strengthen organizational capacity and ensure effective program delivery.
Compliance, Monitoring & Reporting

Design, implement, and oversee robust grant monitoring systems encompassing fiscal compliance, programmatic performance, and outcome reporting.

Interpret and apply complex regulatory, contractual, and policy requirements; resolve compliance issues with significant fiscal or operational implications.

Serve as lead for audits, monitoring reviews, and corrective action processes related to grant-funded programs.

Ensure timely, accurate, and analytically sound reporting to the Controller’s Office, Mayor’s Office, Board of Supervisors, and other oversight entities.

Provide expert guidance to funded organizations regarding compliance expectations related to fiscal management, governance, and reporting.
Staff Supervision & Team Leadership

Supervise, mentor, and evaluate a team of professional analysts responsible for grant administration, fiscal oversight, and compliance monitoring.

Plan and assign complex analytical work; review work products for quality, consistency, and adherence to established standards.

Support staff development, succession planning, and continuous improvement within the grants administration function.

Coordinate internal workplans to ensure alignment across grant cycles and departmental priorities.
Cross-Departmental & Community Engagement

Serve as a senior liaison to internal and external partners, including the Office of Contract Administration, Controller’s Office, City Attorney, and other City departments.

Represent AHR in meetings, negotiations, and discussions involving complex grant, fiscal, or compliance matters.

Build and maintain strong relationships with grantees, advocates, and community stakeholders to ensure funding strategies reflect community needs while maintaining accountability.
Process Improvement & Strategic Development

Identify operational risks and inefficiencies within grant administration workflows and lead the development of corrective and preventative solutions.

Contribute to strategic planning for new funding initiatives, policy changes, and department-wide operational improvements.

Advise executive leadership on grant portfolio performance, compliance risk, and resource allocation strategies.
Qualifications
Minimum Qualifications
Education:
Possession of a baccalaureate degree from an accredited college or university
and
Experience:
Seven (7) years of full-time equivalent experience performing professional level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Substitution:
Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
Desirable Qualifications

Extensive experience managing complex community-based grant portfolios in a government or large nonprofit environment.

Demonstrated ability to independently lead high-impact initiatives and supervise professional staff.

Strong working knowledge of San Francisco City contracting, fiscal controls, and compliance requirements.

Advanced analytical, strategic thinking, and written and oral communication skills.
