Overview
We are seeking an experienced and hands-on Maintenance Supervisor to oversee maintenance operations for a HUD-assisted and affordable housing community with 218 apartment homes. This role is responsible for maintaining safe, decent, sanitary, and well-functioning housing by leading daily maintenance operations, preventive maintenance, unit turns, inspections, vendor coordination, and emergency response. The ideal candidate brings strong technical knowledge, proven supervisory experience, and a working understanding of HUD physical condition standards, NSPIRE/REAC inspection readiness, fair housing expectations, OSHA safety practices, and the unique service needs of affordable housing residents. Must be willing to work on-call when required. Must be willing to work overtime during storm emergencies, as well as other duties as assigned.
Responsibilities
- Supervise, schedule, train, and support maintenance technicians, porters, grounds staff, vendors, and contractors to ensure timely completion of work orders, preventive maintenance, unit turns, inspections, and emergency repairs.
- Oversee daily maintenance operations for HUD-assisted and affordable housing units, common areas, building systems, grounds, parking areas, and site amenities.
- Maintain strong inspection readiness by conducting routine property, unit, building, and grounds inspections and coordinating corrective action for deficiencies related to HUD NSPIRE/REAC standards, local code requirements, and company policy.
- Ensure all maintenance work supports safe, decent, sanitary, and habitable housing, with particular attention to life-safety items such as smoke and carbon monoxide alarms, egress, electrical hazards, plumbing leaks, heating and ventilation, trip hazards, mold-like conditions, pest concerns, and lead-based paint protocols where applicable.
- Manage the property’s work order system, make-ready board, preventive maintenance schedule, asset records, inventory, purchase orders, snow logs, and related maintenance documentation.
- Prioritize work assignments and daily schedules to meet resident service standards, inspection deadlines, emergency response needs, vacancy turn goals, and budget expectations.
- Perform and supervise hands-on maintenance work including basic plumbing, electrical troubleshooting, HVAC coordination, appliance repair, carpentry, painting, lock and key control, grounds, janitorial support, and general building repairs.
- Establish, monitor, and participate in an emergency maintenance on-call schedule to ensure appropriate after-hours coverage and timely response to urgent resident and property needs.
- Coordinate unit turnovers, move-in/move-out repairs, annual inspection repairs, housekeeping-related maintenance follow-up, and resident-requested repairs in partnership with property management staff.
- Solicit bids, coordinate scopes of work, and oversee approved contractors for major repairs, capital improvements, fire damage, exterior painting, parking lot repairs, carpentry, masonry, landscaping, pool or amenity repairs, and other property projects.
- Track vendor Certificates of Insurance, contracts, scopes of work, warranties, permits, and completion documentation.
- Assist the Property Manager with maintenance budgeting, procurement, invoice review, supply purchasing, inventory control, and recommendations for repair versus replacement.
- Maintain accurate records for inspections, work orders, preventive maintenance, safety checks, purchase orders, inventory, vendor work, key control, and regulatory compliance.
- Support compliance with OSHA requirements, hazard communication standards, MSDS/SDS records, safe storage of chemicals, lockout/tagout expectations, personal protective equipment use, and company safety procedures.
- Help ensure compliance with applicable HUD, affordable housing, local housing, building, health, fire, environmental, and accessibility requirements.
- Partner professionally with residents, property management, compliance staff, leasing teams, service coordinators, and regional leadership to resolve maintenance concerns and promote resident satisfaction.
- Assist with hiring, onboarding, coaching, performance feedback, scheduling, and disciplinary recommendations for maintenance team members in partnership with the Property Manager.
- Keep maintenance shops, storage rooms, mechanical rooms, and utility areas clean, organized, secure, and safe.
- Attend staff meetings, resident meetings, trainings, inspections, seminars, and compliance-related briefings as requested.
- Stay informed of changes in HUD inspection standards, affordable housing maintenance expectations, safety requirements, and property management procedures.
- Serve as a role model for the maintenance team by following company policies, maintaining a professional appearance, communicating respectfully, and delivering high-quality work.
- Complete additional duties and special projects as assigned.
Preferred Qualifications
- Previous supervisory experience in multifamily, HUD-assisted, public housing, Section 8, LIHTC, senior housing, or other affordable housing maintenance environment.
- Working knowledge of HUD NSPIRE/REAC inspection expectations, habitability standards, unit inspection processes, emergency repair priorities, and documentation requirements.
- Strong hands-on knowledge of apartment maintenance, including plumbing, electrical, HVAC, appliance repair, carpentry, painting, locks, grounds, janitorial standards, and building systems.
- Experience using property management or maintenance software such as Yardi, RealPage, OneSite, MRI, Entrata, or a comparable work order-based system.
- Ability to lead, coach, schedule, and motivate a maintenance team while also performing hands-on work when needed.
- Demonstrated ability to prioritize competing needs, including resident work orders, emergencies, inspection repairs, vacancy turns, preventive maintenance, contractor work, and budget limits.
- Knowledge of OSHA safety rules, hazard communication, SDS/MSDS requirements, PPE, safe chemical storage, and general workplace safety practices.
- Familiarity with lead-based paint requirements, mold/moisture response, pest control coordination, smoke and carbon monoxide alarm requirements, accessibility considerations, and fair housing expectations.
- Strong communication skills and the ability to interact respectfully with residents, staff, vendors, inspectors, and agency representatives.
- Ability to read basic plans, scopes of work, manuals, product specifications, wiring diagrams, and maintenance documentation.
- Ability to prepare reports, track maintenance metrics, maintain accurate records, and use Microsoft Office or similar tools for communication and documentation.
- Willingness to assist with janitorial, grounds, snow removal, emergency response, and other property needs as required.
- Ability to act as the maintenance lead and support property operations in the Property Manager’s absence when appropriate.
Education
- High school diploma or equivalent required; technical school, trade school, or related coursework preferred.
- Minimum of two years of full-time apartment maintenance, facilities maintenance, or related hands-on experience using a work order-based system; supervisory or lead experience preferred.
- Experience in HUD-assisted, affordable housing, public housing, LIHTC, or regulated multifamily housing strongly preferred.
Certificates, Licenses, and Registrations
- Valid driver’s license and acceptable driving record may be required.
- OSHA 10, OSHA 30, or comparable safety training preferred.
- EPA 608 certification preferred for candidates performing HVAC refrigerant-related work.
- Lead Renovation, Repair and Painting (RRP) certification or lead-safe work practices training preferred where applicable.
- Certified Apartment Maintenance Technician (CAMT), Public Housing Maintenance Technician, NSPIRE/REAC training, or similar affordable housing maintenance credential preferred.
