Clinical Director

Position Summary

The Clinical Director serves as the senior clinical leader for Team LLC and is responsible for the strategic direction, oversight, and continuous improvement of all clinical services throughout the organization. The Clinical Director ensures that all behavioral health programs are delivered in accordance with Virginia Department of Behavioral Health and Developmental Services (DBHDS), Department of Medical Assistance Services (DMAS), Medicaid, and Managed Care Organization (MCO) requirements.

This position provides leadership for all licensed clinicians, clinical supervisors, program managers, nurses, QMHPs, contractors, and other clinical personnel while maintaining a culture of compliance, accountability, and clinical excellence. The Clinical Director ensures all services remain audit ready, clinically sound, financially sustainable, and focused on high-quality, person-centered care.

The Clinical Director provides direct oversight of the organization's clinical operations, including:

Residential Crisis Stabilization Unit (RCSU)
Mobile Crisis Response (MCR)
Community Stabilization (CS)
Mental Health Skill Building (MHSB)
Intensive In-Home (IIH)
Substance Abuse Intensive Outpatient Program (SAIOP)
Partial Hospitalization Program (PHP)
23-Hour Crisis Stabilization and Observation Services

Essential Duties and ResponsibilitiesClinical Leadership

Direct and oversee all clinical operations throughout Team LLC.
Develop and implement strategic clinical initiatives that support organizational growth and service excellence.
Ensure clinical services reflect evidence-based, trauma-informed, recovery-oriented, and person-centered practices.
Monitor program outcomes and implement continuous quality improvement initiatives.
Collaborate with executive leadership on strategic planning and organizational development.

Regulatory Compliance

Maintain expert knowledge of all DBHDS licensing regulations.
Maintain expert knowledge of DMAS Medicaid regulations.
Monitor all Managed Care Organization requirements and updates.
Ensure ongoing compliance with state and federal regulations.
Maintain organizational readiness for DBHDS licensing reviews, DMAS audits, MCO audits, and accreditation surveys.
Develop and update policies and procedures to reflect regulatory changes.
Lead corrective action planning and implementation following audits or licensing reviews.

Clinical Documentation Oversight

Ensure documentation is completed accurately and within required timelines.
Monitor assessments, crisis evaluations, ISPs, treatment plans, progress notes, discharge summaries, physician orders, and clinical records.
Conduct routine documentation audits.
Provide corrective feedback and education to clinical staff.
Monitor service authorizations and utilization management.
Ensure documentation supports medical necessity and billing compliance.

Staff Leadership and Supervision

Supervise Clinical Supervisors, Program Managers, licensed clinicians, nurses, QMHPs, and contracted providers.
Conduct performance evaluations and coaching sessions.
Develop staff training plans and professional development opportunities.
Ensure clinical competency across all service lines.
Assist with recruitment, interviewing, onboarding, and retention of clinical staff.
Promote accountability and a culture of excellence.

Contractor Oversight

Oversee contracted clinicians and clinical consultants.
Ensure contractors comply with Team LLC policies and all regulatory requirements.
Monitor contractor productivity, documentation, credentialing, and performance.
Evaluate contract compliance and service quality.

Quality Assurance and Performance Improvement

Develop quality assurance monitoring systems.
Conduct routine clinical record reviews.
Monitor key performance indicators and clinical outcomes.
Identify trends and implement corrective actions.
Lead performance improvement projects.
Ensure all programs consistently meet quality benchmarks.

Operational Oversight

Collaborate with Admissions, Compliance, Billing, Human Resources, Finance, and Executive Leadership.
Monitor staffing ratios and clinical productivity.
Assist in developing annual budgets and staffing plans.
Support implementation of new behavioral health programs.
Participate in emergency preparedness and risk management activities.

Community and Partnership Development

Represent Team LLC with hospitals, Community Services Boards, referral sources, managed care organizations, and community partners.
Participate in regional planning meetings and collaborative initiatives.
Support business development through clinical expertise and relationship building.

Minimum Qualifications

Master's degree in Social Work, Counseling, Psychology, Marriage and Family Therapy, or a related behavioral health field from an accredited institution.
Active, unrestricted Virginia licensure as an LMHP, LPC, LCSW, LMFT, Clinical Psychologist, or other independently licensed behavioral health professional.
Minimum of five (5) years of experience as a fully licensed clinician.
Minimum of three (3) years of progressive leadership experience managing multiple behavioral health programs.
Extensive knowledge of DBHDS licensing regulations and DMAS Medicaid requirements.
Demonstrated experience supervising multidisciplinary clinical teams and contractors.
Experience leading organizations through DBHDS licensing reviews, DMAS audits, MCO audits, and accreditation surveys.
Strong understanding of Medicaid documentation, utilization management, medical necessity, and compliance.
Excellent leadership, communication, organizational, and analytical skills.
