JOB DESCRIPTION: Human Resources Manager

CrossOver Healthcare Ministry operates two charitable health clinics in Richmond, Virginia. The clinics serve low-income patients who are uninsured or are enrolled in Medicaid. Overall, CrossOver provides comprehensive healthcare to over 7,000 residents of Virginia, offering care to children as well as adults. CrossOver provides primary care, specialty care, dental, vision, mental health, HIV care and OB care to qualified patients. CrossOver also operates a licensed pharmacy. Everyone is welcome at CrossOver. People of all faith traditions are welcome as patients, volunteers, employees and partners.

Essential Role of Position: . The Human Resources Manager provides strategic leadership and hands-on management of all HR functions for CrossOver. This role ensures that HR practices align with the CrossOver’s mission, values, and regulatory and legal requirements. The HR Manager oversees recruitment, staff relations, compensation, benefits, compliance, performance management, training, and organizational culture. They serve as a key member of the leadership team and work closely with other leaders to maintain a healthy, mission-driven workplace that fosters an environment that promotes operational excellence and provides quality healthcare.

Position/Title: Human Resources Manager

Supervisor: CEO

Status: Full-Time, 40-45 hours/week, Exempt

Hours: Monday to Friday 8:15am to 5:00pm; some evenings and weekends may be required

Salary: $75,000 - $85,000

KEY RESPONSIBILITIES:

Strategic Leadership:

Develop and implement HR strategies that support CrossOver’s mission and long-term goals.
Advise leadership on personnel matters, workforce planning, and organizational development.
Monitor HR trends and recommend best practices tailored to a nonprofit environment.

Talent Acquisition & Onboarding:

Oversee full-cycle recruitment for staff, interns, and volunteers.
Partner with department leaders to identify staffing needs and build recruiting strategies.
Develop engaging job descriptions, screening processes, and selection procedures.
Manage onboarding to ensure new staff feel welcomed, supported, and prepared.

Employee Relations & Culture:

Serve as a trusted resource for staff on HR-related questions, concerns, and conflicts.
Mediate and resolve employee relations issues with fairness and confidentiality.
Foster a positive, collaborative, mission-centered workplace culture.
Oversee staff engagement programs, recognition, and retention initiatives.

Compliance & Risk Management:

Maintain compliance with federal, state, and local employment laws and nonprofit regulations.
Manage HR policies, employee handbooks, and internal procedures.
Oversee record-keeping, background checks, and required reporting.
Support the organization's risk management and safety programs.

Compensation & Benefits:

Oversee payroll processing and ensure accuracy.
Manage employee benefits, including health, retirement, leave programs, and wellness initiatives.
Conduct market research to ensure competitive and equitable compensation practices.
Manage annual open enrollment and communicate benefit changes.

Performance Management & Staff Development:

Lead annual performance review processes and coach managers on effective feedback.
Create professional development opportunities, including training, workshops, and leadership development.
Identify skill gaps and support career growth for staff.

HR Administration & Systems:

Maintain HR information systems (HRIS), personnel files, and reporting.
Oversee HR metrics and provide insights to leadership.
Manage contracts with HR consultants, payroll providers, benefits brokers, etc.

SKILLS:

Required:

Bachelor’s degree in Human Resources, Business Administration, or related field.
5+ years of progressive HR experience, including 2+ years in a leadership role.
Knowledge of employment law and nonprofit workplace dynamics.
Strong communication, conflict-resolution, and interpersonal skills.
Ability to handle confidential information with integrity.
Experience with HRIS and standard HR tools.

Preferred:

Nonprofit HR experience.
SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
Strategic planning or organizational development experience.
