Why does the job exist?
The Manager, Budget and Finance will:
Provide leadership and supervision to budget and finance staff while managing complex budgeting, financial planning, grant administration, contract oversight, payroll, and fiscal reporting functions;
Direct, coordinate, and oversee the Division's financial operations to ensure fiscal accountability, regulatory compliance, and effective stewardship of public resources;
Make sound financial decisions, establishing and maintaining effective business processes, developing staff, and ensuring financial resources are aligned with organizational priorities.
How does it get done?
The Manager, Budget and Finance is responsible for:
Overseeing the Income Support Division's (ISD) budget, contracts, grants, and financial operations; ensure compliance with state and federal requirements;
Leading budget development and legislative fiscal activities;
Providing leadership and performance management to staff;
Strengthening collaboration with internal and external partners;
Improving fiscal processes, forecasting, internal controls, and operational efficiency.

Executive Health Care Authority (HCA) Leadership, Administrative Services Division (ASD), Income Support Division (ISD) Program and Field Staff, Procurement, other State of New Mexico agencies, federal partners, contractors, grant recipients, and the public served by the Income Support Division.

Minimum Qualification
Bachelor's Degree in Business Administration, Accounting, Finance, or Auditing and three (3) years of experience in Accounting, Business Administration, Public Administration, Finance, or Auditing; to include one (1) year of managerial or supervisory experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience. A hiring agency may designate a portion of the required experience to include federal grant and/or special revenue experience to be identified at the time of recruitment.
Employment Requirements
Must possess and maintain a valid Driver's License.
Must obtain a Defensive Driving Certificate.
Working Conditions
Work is primarily performed in an office setting with extensive use of a computer, phone, virtual meeting platforms, and Visual/Video Display Terminal (VDT) equipment. Position may require prolonged sitting, detailed review of financial and operational documents, participation in virtual and in-person meetings, and occasional in-state travel for trainings or implementation activities.
