Why does the job exist?

The purpose of this position is to oversee critical Human Resources Bureau operations, including compensation and classification, payroll, benefits, recruitment, hiring, personnel actions, records management, and organizational management. Provide expert guidance on labor relations, collective bargaining, policy interpretation, and complex HR matters. Lead high-volume HR operations, agency reorganizations, salary alignment initiatives, rapid hiring efforts, and HR process improvements while ensuring compliance with State Personnel Board Rules, Department of Finance and Administration (DFA) requirements, collective bargaining agreements, NMED policies, and applicable state and federal laws. Partner with agency leadership and oversight agencies to provide strategic HR guidance, develop staff, support labor-management relationships, and promote operational excellence through effective HR programs, training, and customer service.
How does it get done?

Working closely with the Director of HR Operations, this position oversees critical Human Resources Bureau operations, including compensation and classification, payroll, benefits, recruitment, hiring, personnel actions, records management, and organizational management.
The position provides expert guidance on labor relations, collective bargaining agreement interpretation, and complex HR matters.
Lead high-volume HR operations, agency reorganizations, salary alignment initiatives, rapid hiring efforts, and HR process improvements while ensuring compliance with State Personnel Board Rules, Department of Finance and Administration (DFA) requirements, collective bargaining agreements, NMED policies, and applicable state and federal laws.

Minimum Qualification

Bachelor's Degree in any related field and nine (9) years of experience in training, staff development, designing courses, producing instructional aides/materials, human resource operations, recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Three (3) years of supervisory experience as it pertains to the essential duties and responsibilities of this classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling thirteen (13) years, to include three (3) years of supervisory experience, may substitute for the required education and experience.
Employment Requirements

Must possess and maintain a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Travel will be required to include weekly visits to Santa Fe HR office. Sitting, standing, bending, and reaching may be required.
