POSITION SUMMARY
The Administrator is responsible for the overall administrative, operational, and organizational management of Paradise Facility. The Administrator ensures that the facility operates efficiently, safely, ethically, and in compliance with applicable California laws, regulations, licensing requirements, and facility policies and procedures.
The Administrator works closely with the Executive Director, Program Director, Clinical Director, Medical Director, nursing staff, counselors, behavioral health technicians, and administrative personnel to support the delivery of quality substance use disorder treatment, residential services, detoxification/withdrawal management, and Incidental Medical Services (IMS), as applicable to the facility's licensed services.
The Administrator provides leadership and oversight of day-to-day operations while promoting a safe, respectful, recovery-oriented environment for clients and staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES1. Facility Operations
- Oversee the daily administrative and operational activities of Paradise Facility.
- Ensure the facility maintains a safe, clean, secure, and therapeutic environment.
- Monitor facility operations to ensure appropriate staffing and coverage.
- Coordinate with department leaders to address operational needs.
- Ensure facility policies and procedures are consistently implemented.
- Assist with the development and implementation of operational goals and objectives.
- Coordinate facility maintenance, repairs, supplies, and vendor services.
- Maintain appropriate communication with staff regarding operational issues and facility expectations.
2. Regulatory and Compliance Oversight
- Assist in ensuring compliance with applicable California Department of Health Care Services (DHCS) requirements and other applicable laws and regulations.
- Maintain awareness of applicable requirements governing substance use disorder treatment services.
- Ensure required licenses, permits, certifications, and facility documents are maintained and current.
- Assist with preparation for licensing inspections, audits, reviews, and regulatory visits.
- Ensure required records, reports, policies, and administrative documentation are maintained appropriately.
- Promote compliance with confidentiality, privacy, client rights, and documentation requirements.
- Ensure staff follow facility policies, procedures, and applicable regulatory standards.
3. Personnel and Staffing Administration
- Assist with recruiting, interviewing, onboarding, and orientation of employees.
- Maintain appropriate personnel files and employment documentation.
- Coordinate staff schedules and help ensure adequate staffing coverage.
- Monitor attendance, punctuality, and compliance with assigned work responsibilities.
- Support staff training and continuing education requirements.
- Address employee performance concerns in coordination with leadership.
- Promote a professional, respectful, and collaborative workplace environment.
- Ensure staff comply with the facility's Code of Conduct.
4. Financial and Administrative Management
- Assist with the development and monitoring of facility budgets.
- Monitor administrative expenses and operational costs.
- Assist with payroll and timekeeping processes.
- Oversee administrative billing and payment processes, as assigned.
- Maintain appropriate financial and administrative records.
- Assist with purchasing, inventory, and supply management.
- Support the development and maintenance of contracts and vendor relationships.
5. Client Services and Quality Improvement
- Promote a client-centered and recovery-oriented environment.
- Assist with addressing client concerns and grievances in accordance with facility policies.
- Support the protection of client rights and dignity.
- Monitor administrative processes that affect client care and services.
- Participate in Quality Assurance and Continuous Quality Improvement (CQI) activities.
- Review operational concerns and assist in developing corrective action plans when needed.
- Support the facility's efforts to improve the quality, safety, and effectiveness of services.
6. Safety and Risk Management
- Assist in maintaining a safe environment for clients, visitors, and staff.
- Ensure appropriate incident reporting procedures are followed.
- Assist with emergency preparedness and response procedures.
- Report safety hazards, injuries, property damage, and other incidents appropriately.
- Support compliance with facility emergency, fire, disaster, and safety procedures.
- Work with leadership to identify and reduce operational risks.
7. Communication and Leadership
- Maintain effective communication with facility leadership and department supervisors.
- Conduct or participate in staff meetings as assigned.
- Communicate important operational updates to staff.
- Maintain professional relationships with referral sources, vendors, community partners, and other stakeholders.
- Represent Paradise Facility in a professional and ethical manner.
- Promote teamwork, accountability, professionalism, and respect throughout the organization.
MINIMUM QUALIFICATIONS
The Administrator must possess the education, experience, knowledge, skills, and abilities necessary to effectively perform the duties of the position.
Preferred qualifications include:
- Bachelor's degree in healthcare administration, business administration, behavioral health, social services, or a related field; or equivalent combination of education and experience.
- Experience in healthcare, behavioral health, substance use disorder treatment, residential treatment, detoxification services, or a related field.
- Experience in facility operations, personnel management, administrative management, or healthcare administration.
- Knowledge of basic administrative, financial, staffing, and compliance practices.
- Ability to work effectively with clients, staff, leadership, regulatory agencies, vendors, and community partners.

PHYSICAL REQUIREMENTS
The Administrator may be required to:
- Sit, stand, walk, and move throughout the facility.
- Use computers, telephones, and other office equipment.
- Occasionally lift or move office supplies and equipment.
- Respond to facility emergencies as required.
- Work extended hours or varied schedules when necessary to meet operational needs.

CONFIDENTIALITY
The Administrator shall maintain strict confidentiality regarding all client, employee, business, medical, financial, and facility information. The Administrator must comply with applicable privacy and confidentiality laws, including HIPAA and applicable federal and California confidentiality requirements.

Pay: From $28.00 per hour
Work Location: In person
