Classification Definition

DEFINITION:

Under general supervision, performs professional accounting duties requiring comprehensive knowledge of the municipal financial functions, government accounting, enterprise fund accounting, and automated accounting systems within the Finance Department. Responsibilities include; maintaining fiscal controls and programs; preparing financial reports and statements; and performing a variety of tasks relative to an assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS: This classification is at the journey level. Incumbents perform technical accounting activities. Responsibilities may include: preparing State and Federal reports; developing spreadsheets and financial statements; preparing or reviewing budget reconciliations, journals, and/or transfers; producing payroll, including processing garnishments, deductions, and direct deposits. Incumbents receive occasional direction or assistance as new or unusual situations arise, are fully aware of the operating procedures and policies of the unit, however do not supervise support staff.

Essential Duties and Responsiblities

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS-Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

Performs professional accounting duties within the Finance Department; prepares and maintain controls on financial transactions and accounts; prepares trial balances, journal entries, general ledger reconciliations and related financial documents.
Performs warrant review activities; ensures proper accounting for purchase requisitions, invoices, claims, fixed assets and sales tax accruals.
Serves as a liaison with accounting and fiscal personnel from other departments by responding to questions and issues; monitors department's budgets and expenditures.
Participates in the development of the City's annual comprehensive budget; ensures that the development of the City's annual budget adheres to established accounting procedures.
Reconciles a variety of financial ledgers and records; participate in the compilation and preparation of financial statements, general and subsidiary ledgers and supporting schedules; researches and resolves discrepancies.
Prepares a variety of financial statistical reports related to various City accounts, fixed assets and spending practices; conducts month and year end closing duties.
Maintains a variety of City accounts including subsidiary accounts, investment accounts and grant accounts; prepare cash transfers and loans between funds and accounts; ensures all activities are in compliance with accounting principles and standards.
Performs duties in monitoring the City budget; ensures proper authorization on journaled transactions; tracks expenditures and resolves discrepancies; provides assistance to City departments in budget preparation.
Participate in the inventory of the City's fuel, water and garage divisions and operations.
Oversee the submission of financial and accounting reports required by outside agencies; answer related questions as needed.

Minimum Qualifications

EXPERIENCE AND TRAINING GUIDELINES Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Three years of professional level accounting experience.

Training: Bachelors degree from an accredited college or university with major course-work in accounting, finance, business administration or a related field.

Knowledge of:

Operations, services and activities of a municipal accounting program.
Principles, practices and terminology of general, fund, project, grant, insurance and government accounting.
Principles and procedures of financial program filing and record keeping.
Principles and practices of financial research and report preparation.
Principles and practices of municipal budget preparation and administration.
Principles and practices of fixed asset management and administration.
Advanced mathematical principles.
Principles and practices of public finance and financial reporting.
Recent developments, current literature and information related to municipal accounting and public finance.
Modern office equipment including computers and supporting word processing and spreadsheet applications.
Pertinent Federal, State and local laws, codes and ordinances.

Ability to:

Perform professional level accounting duties.
Coordinate municipal accounting and public finance programs.
Analyze, post, balance and reconcile financial data ledgers and accounts.
Maintain a variety of financial ledgers.
Verify the accuracy of financial data and information.
Ensure proper authorization and documentation for journal transactions.
Review and interpret financial reports and transactions.
Prepare a variety of financial reports.
Maintain a detailed budget for assigned divisions and programs.
Interpret and explain City policies and procedures.
Communicate clearly and concisely, both orally and in writing.
Operate office equipment including computers and supporting word processing and spreadsheet applications.
Establish and maintain effective working relationships with those contacted in the course of work.
Maintain physical condition appropriate to the performance of assigned duties and responsibilities.

Selection Process:
Candidates must clearly demonstrate through their application material that they meet the employment standards outlined above. All properly completed applications will be reviewed, and the most appropriately qualified individuals will be invited to continue in the selection process. Examinations for the positions may consist of any combination of written, performance, and oral exams to evaluate the applicant's skills, training, and experience for the position. Successful applicants will be placed on an eligibility list. The City may also merge lists. The selected candidate(s) must successfully complete pre-employment clearances which may include a physical, drug screen, and fingerprinting.

Veterans Preference Credit Eligibility:
Veterans of the armed forces, who have been discharged or released from active duty under conditions other than dishonorable (Government Code: 18540.4), shall receive an additional five (5) points to their final examination score for ranking purposes only. This preference will apply only to the first appointment to any regular full-time City appointment. A copy of your valid DD214 must be submitted on or before the final filing date in order to be eligible for Veterans Preference Credit. Disaster Service Worker:

In accordance with Government Code Section 3100, City of Rialto Employees, in the event of a disaster, are considered disaster service workers and may be asked to respond accordingly.

RETIREMENT
The California Public Employees' Pension Reform Act (PEPRA), which took effect in January 2013, changes the way CalPERS retirement and health benefits are applied, and places compensation limits on members. The greatest impact is felt by new CalPERS members.

As defined by the PEPRA, a new member includes:

A member who joined CalPERS prior to January 1, 2013, who, on or after January 1, 2013, is hired by a different CalPERS employer following a break in service of more than six months.

A new hire who joined CalPERS for the first time on or after January 1, 2013, and who has no prior membership in another California public retirement system.

A new hire who joins CalPERS for the first time on or after January 1, 2013, and who was a member of another California public retirement system prior to that date, but who is not subject to reciprocity upon joining CalPERS.

All members who don't fall into the definitions above are considered classic members. Classic members will retain the existing benefit enrollment levels for future service with the same employer.

PERS Retirement Employee Share: 8% (Pre-Tax).

EDUCATIONAL INCENTIVE Mid-Management employees with Masters' degrees will receive a 7.5% pay increase. The increase in pay only applies if the employee has a degree higher than required for the position.

CAFETERIA PLAN The City's Contribution to the Cafeteria Plan to go towards the employee's contributions for health, vision, and dental insurance premiums will be one thousand nine hundred fifty dollars ($1,950) per month. Employees hired on or after 11/14/2018 shall be provided one thousand nine hundred fifty dollars ($1,950) per month, but there shall be no cash back to employee for any amount not used. Opt out for new hire employees (on or after 11/14/2018) shall be limited to a $200 per month for not electing City medical insurance.

LIFE INSURANCE provides a $150,000 double indemnity policy for employee plus dependent coverage ($10,000 for spouse and $5,000 dependent children).

ADMINISTRATIVE LEAVE: 120 hours of administrative leave per fiscal year.

MERIT RAISES may be received in the form of salary increases six times within five years with the attainment of satisfactory work performance.

BILINGUAL PAY is paid to employees who successfully pass the bilingual proficiency examination for Spanish $100 per period.

VACATION is accumulated per pay period. See MOU for additional information.

SICK LEAVE is accumulated at the rate of one day per month with no maximum amount of accumulation.

SPORTS CENTER Employees, employees' spouses, retirees, and retirees' spouses shall be allowed free use of the Rialto Fitness Center during normal operating hours as long as the City has managerial control of the facility. Employees, employees' spouses, retirees, and retirees' spouses shall adhere to the same regulations regarding reservations and the use and care of the facilities as the general public.

DEFERRED COMPENSATION The City shall pay $550 per month toward deferred compensation plan.

LONGEVITY Longevity Pay for City of Rialto service (5-9 years: 3%; 10+ years: 6%).
