Full Job Description

Scope:

The Permanent Supportive Housing & Properties Manager is responsible for the overall leadership and oversight of Wayne Metro's Permanent Supportive Housing (PSH) program and agency owned housing portfolio, ensuring the delivery of high quality, person centered, trauma informed supportive services alongside effective property management operations. This position supervises Case Managers and any properties assigned staff.

This role will oversee leasing, occupancy, rent collection, inspections, property maintenance coordination, compliance, data management, and program performance. The Manager ensures adherence to HUD regulations, grant requirements, agency policies, and local housing standards, while collaborating with internal departments, landlords, municipalities, and community partners to promote housing stability, minimize vacancies, and support positive outcomes for households transitioning from homelessness. This role requires a collaborative and strategic leader who is passionate about ending homelessness, committed to social justice, and dedicated to fostering accountability, operational excellence, and long term housing stability

Essential Functions

Provide overall leadership and day-to-day oversight of the Permanent Supportive Housing (PSH) program and agency owned housing portfolio, ensuring high quality service delivery, effective property operations, and compliance with agency policies, HUD regulations, grant requirements, and local housing standards.
Supervise, coach, and evaluate Case Managers and any other assigned staff by establishing performance expectations, providing ongoing training and technical assistance, resolving challenges, and fostering a culture of accountability, collaboration, and continuous improvement.
Oversee the delivery of person centered, trauma informed supportive services by ensuring timely resident engagement, individualized service planning, housing navigation, and coordination of resources that promote housing stability, health, employment, and self-sufficiency.
Direct all property management functions, including housing referrals, lease administration, rent collection, vacancy management, inspections, unit turnover, maintenance coordination, eviction processes, and tenant issue resolution to ensure efficient operations and high quality resident experiences.
Monitor program performance through financial, operational, and outcome data. Identify trends, develop corrective action plans, and implement continuous improvement strategies.
Ensure the integrity of all program and property records by maintaining accurate documentation, overseeing data management systems, monitoring file quality, and preparing timely fiscal, operational, and performance reports for agency leadership and external funding sources.
Coordinate with Facilities staff, municipalities, landlords, regulatory agencies, and community partners to address maintenance needs, inspections, licensing requirements, compliance issues, and other operational matters affecting agency owned housing.
Develop and maintain collaborative relationships with service providers, housing partners, government agencies, and community stakeholders to strengthen service coordination, expand housing opportunities, improve resident outcomes, and support community-wide efforts to end homelessness.
Oversee compliance with funding requirements, quality assurance standards, and contractual obligations by conducting regular monitoring, providing technical assistance, and ensuring adherence to Housing First, trauma-informed care, and best practice principles.
Represent Wayne Metro in internal and external meetings, provide regular updates to leadership on program and property performance, identify emerging operational needs and strategic opportunities, and support the ongoing development and enhancement of Permanent Supportive Housing services and agency housing operations.

Demonstrate professionalism, collaboration, accountability, and adherence to Wayne Metro policies while supporting a positive workplace culture.

Physical Requirements and Work Environment

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This job operates in a professional office environment with a usually quiet noise level. This is largely a sedentary role and the employee must occasionally lift and/or move up to 25 pounds. While performing the duties of this job, the employee is regularly required to sit, frequently use hands to finger, handle, and to talk or hear.

Minimum Qualifications:

Bachelor’s degree in Human Services, Public Administration, Social Work, or Business Administration or a combination of education and experience that is similarly equivalent.
A minimum of four years of experience.
Knowledge of demographics in Detroit and Out- Wayne County, the needs of low-income persons and services available to meet those needs.
Ability to design and implement outreach, education, and information/referral services targeted towards persons facing economic, social, health, age, and educational barriers.
Ability to identify, contact and work with area social service providers in both the public and private sectors to obtain, coordinate, and modify services in the interest of aiding low-income persons.
Ability to collect and evaluate data regarding service needs, present services, and service gaps; and through such an evaluation, develop means through which to address those service gaps.
Ability to effectively provide supervision for assigned staff and coordinate program activities occurring at various sites.
Ability to design and implement new activities including program design, staffing patterns, and program operation.
Ability to communicate very effectively both in oral and in written form.
Ability to empathize and communicate with those persons facing economic, social, health, age, and educational barriers.
Valid driver’s license and reliable transportation.
Exceptional interpersonal and professional skills including but not limited to professional appearance, tact, punctuality, and dependability.

Minimum Competencies:

Proficiency in Microsoft Applications (Word, Excel, Power Point) required.
Working knowledge of basic internet applications and programs including Google technology. The ability to learn and utilize the necessary programs for this position.
Ability to evaluate programs and processes and to propose strategic efficiencies.
Ability to communicate effectively both in oral and in written form.
Exceptional interpersonal and professional skills including but not limited to professional appearance, tact, punctuality, and dependability.
Ability to provide services for those persons facing economic, social, health, age, and educational barriers with compassion, empathy, and respect.
Ability to resolve customer complaints with compassion, empathy, respect and clarity.
Ability to work independently or in a team environment (as deemed necessary).
Perform work in a manner that upholds Wayne Metro policies and procedures.

Travel Requirements:

Ability to travel to various sites.

Licensing and Other Requirements:

Valid identification and reliable transportation.

Work Hours:

Work schedule is Monday – Friday, with specific hours (and occasional Saturdays) to be determined by department needs.
