GENERAL DEFINITION
This position is responsible for multiple financial, budgetary, and administrative duties. The position also provides independent financial analysis on a wide range of issues and programs throughout the year. Assists with the implementation and functions of the Munis Financial Accounting System. Assists with the annual budget, annual audit and prepares fiscal year-end accounting entries.
ORGANIZATIONAL RELATIONSHIP
Work is performed under regular supervision of the Finance/Budget Manager or designee.
TYPICAL TASKS
- Develops forms and instructions for the preparation of budget requests and work programs; advises and assists in the preparation of budget estimates and supporting data; and develops and analyzes information relating to the capital improvement program.
- Prepares summaries, analyses and recommendations on budgetary requests and program proposals, and prepares and assembles reports, charts, graphs and statistical tables on programmatic and fiscal data for use in budget justifications and to aid in the presentation and consideration of the various budget iterations.
- Assists with School Budget as requested.
- Performs professional analysis and evaluation of program funding requests and resource allocations involving the preparation and monitoring of operating, capital, and other budget expenditures and revenues; analyzes departmental documents and prepares reports.
- Records routine ledger entries ensuring state, federal and accounting standards described by the auditor of public accounts are followed.
- Prepares various accounting and budgeting spreadsheets including graphical summaries.
- Assists with the preparation of the annual budget and the Adopted Budget Book.
- Assists with preparation of annual audit and fiscal year-end accounting entries.
- Provides accounting assistance and routine general budget maintenance for other departments as required.
- Maintains fixed assets for the County.
- Assists with accounts payable and performs vendor registration/maintenance as requested.
- Assists with managing the County’s credit card program.
- Assists with risk management for the County including annual insurance renewals.
- Maintains the central list of copiers and assists departments with new copier procurement; offers assistance with the procurement of office supplies.
- Research and analysis of complicated financially related issues and situations.
- Works in a fast-paced, deadline-driven environment with multiple projects and changing priorities.
- Maintains a disciplined, organized and detail-oriented approach to all aspects of own work.
- Assists Payroll with audit reports and assists as a backup for the payroll function, as required.
- Other duties as assigned.
ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of standard financial analysis techniques and tools and general accounting and financial standards and guidelines applicable to governmental organizations; Solid understanding of statistical and financial analysis concepts; Extensive knowledge of financial reporting formats schedules and reports; Extensive knowledge of budgeting processes and procedures; Advanced spreadsheet skills including graphical presentations; Considerable knowledge and experience in the use of relational databases; Considerable experience with financial reporting systems; Knowledge of mentoring concepts; The use of computer hardware, software and programs; Listening to, understanding and interpreting information received from staff; Developing, training and providing leadership to departmental staff; Communications with staff, both written and verbal.
TRAINING, EDUCATION AND EXPERIENCE
Bachelor’s degree, strongly preferred, in Finance, Accounting, Economics or related field or equivalent education and experience equivalent to two to four years of financial analysis and budgeting experience.
SPECIAL REQUIREMENTS AND RELATED OBLIGATIONS
The position occasionally operates from established and well-known procedures and is responsible for problem solving with others within own department. The position often requires design of new tools or models and the job involves a high degree of complexity. The incumbent operates independently and receives minimal supervision.

While performing the duties of this job, the employee is frequently required to sit and talk or hear, and to use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to walk. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
WORK ENVIRONMENT
Work is performed in a normal office environment. Constant sitting, and extensive PC monitor work are included in the job.

Pay: $52,477.00 - $68,220.00 per year
