Basic Function: The Youth Program Coordinator serves to support the Greater Roanoke region and the Greater Roanoke Workforce Development Board by coordinating services and managing the activities and participants through the Workforce Innovation and Opportunity Act (WIOA) Title I Youth Program. This position will coordinate services for enrolled participants, conduct outreach and recruitment for future participants, and manage documentation, including eligibility screening, while adhering to federal, state, and local policies and procedures for the WIOA Title I Youth program. The goal of the Youth Program Coordinator is to ensure enrolled participants in the WIOA Title I Youth program are successful in achieving employment and education outcomes.
Significant Responsibilities:
- Conduct outreach and marketing to internal and external partner agencies to promote WIOA Title I Youth program activities to potential participants
- Establish and maintain relationships with internal and external partner agencies to facilitate WIOA Title I Youth enrollments and services
- Conduct eligibility documentation process with interested applicants in compliance with WIOA Title I Youth program parameters
- Manage electronic files on each eligible participant and adhere to confidentiality and compliance requirements
- Coordinate and develop Individual Service Strategies (employment/education plans) for WIOA Title I Youth participants connecting participants to relevant career pathway resources in the Greater Roanoke region
- Coordinate and schedule assessments for WIOA Title I Youth participants to gauge interests, aptitudes, and basic skills for success
- Implement youth-specific programming, including workshops, boot camps, and job skills sessions, and oversee on-site work experiences for participants
- Coordinate access and delivery of the fourteen (14) elements identified in the WIOA Title I Youth program legislation by referring to external partners, coordinating with internal partners, and arranging elements that are requested and necessary to achieve success
- Attend off-site events and activities to engage with youth and young adults that may benefit from services from the WIOA Title I Youth program, which may include events and activities outside of normal business hours
- Oversee and execute all Summer Youth Employment Program activities preparing youth and young adults for job opportunities through on-site work experiences, work readiness and academic preparation, and career exploration
- Complete monthly reports to the Program Manager and/or Executive Director of the Greater Roanoke Workforce Development Board summarizing key program attributes (i.e., enrollments, activities, outreach, etc.)
Job Scope:
- Coordination: coordination of activities with a variety of team members made up of internal and external partners
- Communication: daily communication with Board staff and workforce internal and external partners as well as program participants
- Confidentiality: adhere to WIOA Title I confidentiality requirements and maintain highest confidentiality required when working with WIOA Title I participants
- Financial: manage WIOA Title I youth budget compared to enrollments and demand for services
- Judgement: errors could result in federal and state compliance and financial issues
- Compliance: responsible for knowledge of federal, state, and local policy, with emphasis on legislation put forth by the U.S. Department of Labor Employment and Training Administration
- Travel: frequent travel within the eight localities of the Greater Roanoke region including the Counties of Alleghany, Botetourt, Craig, Franklin, and Roanoke and the Cities of Covington, Roanoke, and Salem. Occasional overnight travel to conferences and workshops within the Commonwealth of Virginia and out-of-state.
Minimum Qualifications Required:
Education/Experience: Four (4) years of education and/or experience combined to include: education in business management, economic development, marketing, public administration; or professional experience in providing client services, such as vocational training or counseling, personnel or employment training is preferred.

Working Conditions: This is a partially sedentary job that requires sight sufficient for significant reading and keyboarding/computer use and hearing sufficient for extensive direct and/or telephone contact with a wide scope of workforce agencies and individuals. Responsibilities require an individual to be physically mobile to attend meetings in multiple locations. Regular travel to meetings within and outside the eight localities in the Greater Roanoke Region is required. The coordination-focused nature of this position and the range of personal interactions involved require that an individual possess significant and persuasive interactive communication skills.
