LOCATION OF POSITION: Fairport NY 14450; Technology Services, 11 Linden Park
TERM OF EMPLOYMENT: 12 Month Position, Full Time
STARTING DATE: As Soon As Possible
SALARY: $24.00 - 30.50 per hour
- Actual Salary is Dependent Upon Education, Experience and Salary.
DUTIES:
1. Develops criteria for, research, compiles, and enters data regarding expenses and expected revenue for annual budgets.
2. Assists in setting rates for services.
3. Assists and advises department heads in keeping expenditures in line with appropriations. Amends budgets as needed throughout the fiscal year and prepares monthly reports.
4. Revises, develops, documents, and implements improved work procedures, forms, computer worksheets, and methods.
5. Organizes and maintains electronic and paper files.
6. Monitors and resolves problems related to billing, accounts etc.
7. Designs and utilizes computer spreadsheets and databases.
8. Monitors departments' operations to address discrepancies and improve efficiency and reporting capabilities.
9. Analyzes data, documents, and prepares reports for BOCES administration and NYS reporting.
10. Works on projects and tasks under the supervision of the Assistant Superintendent for Accountability, Assessment, and Technology.
QUALIFICATIONS:
1. Civil Service eligibility for Budget Analyst: Graduation from high school or possession of an equivalency diploma plus EITHER:
(A) Graduation from a regionally accredited or New York State registered college or university with a Master's degree in Business Administration, Public Administration, Economics, Finance or a closely related field; OR,
(B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in one of the fields mentioned in (A) above plus one (1) year paid full-time or its part-time equivalent professional* experience in budget preparation, budget analysis, financial planning, or financial analysis for a public or private agency; OR,
(C) Graduation from a regionally accredited or New York State registered college or university with an Associate's degree in one of the fields mentioned in (A) above, plus three (3) years of paid full-time or its part-time equivalent experience as described in (B) above; OR,
(D) An equivalent combination of education and experience as defined by the limits of (A), (B), and (C) above.
2. Strong background in finance, record keeping, and accounting required.
3. Must have advanced Microsoft Excel skills.
4. Must be able to maintain a high degree of accuracy, be detail oriented, possess strong organizational skills, and always exercise confidentiality and discretion.
5. Strong customer service orientation, communication, and interpersonal skills.
6. Ability to manage large volumes of work, effectively adapt to change and meet deadlines.
7. Ability to work with various internal departments.
8. Ability to work independently.
9. Experience working with government, school or BOCES budgeting and accounting preferred.
10. Experience with WinCap or other enterprise financial management system preferred.
11. College degree in Accounting or Business preferred.
12. Physically able to perform essential functions of the position (with or without reasonable accommodation).
