We are seeking a talented Program Director, Rise Up Rochester to join our team of nearly 500 employees. The Program Director serves as Rise Up Rochester's senior program operations leader and is responsible for the operational oversight of all organizational programs and program staff. Reporting directly to the Executive Director, the Program Director ensures that all programs are effectively implemented, aligned with organizational priorities, compliant with grant and contractual requirements, and achieve desired outcomes. The Program Director provides leadership, supervision, accountability, and support to program staff while fostering a culture of excellence, collaboration, innovation, and continuous quality improvement. This position is responsible for monitoring program performance, developing operational infrastructure and consistency across programs, identifying opportunities for growth and improvement, and ensuring program activities align with Rise Up Rochester's mission, strategic goals, and community needs. The Program Director works in close partnership with the Executive Director and Director of Grants Management & Compliance to ensure organizational priorities, funding requirements, program outcomes, and quality standards remain aligned.

In this role, you will
Program Leadership and Oversight

Provide operational oversight and leadership for all Rise Up Rochester programs.

Ensure all programs are aligned with organizational mission, strategic priorities, grant requirements, and community needs.

Develop and implement systems that promote consistency, accountability, and operational excellence across programs.
-
Establish program performance expectations and monitor progress toward goals, deliverables, and outcomes.
-
Evaluate program effectiveness using data, performance metrics, participant feedback, and outcome measures.

Lead program planning, implementation, evaluation, and improvement initiatives.
-
Identify opportunities for program growth, innovation, expansion, and increased community impact.

Ensure appropriate risk management practices are embedded within program operations.

Develop and maintain policies, procedures, and operational standards that support high-quality service delivery.
Staff Supervision and Development
-
Provide direct supervision and leadership to program staff and program leaders.

Establish clear performance expectations and accountability measures for all supervised staff.

Conduct regular supervision, coaching, performance evaluations, and professional development planning.

Foster a culture of collaboration, communication, equity, trauma-informed practice, and client-centered services.

Partner with organizational leadership on workforce planning and staffing strategies.

Participate in recruitment, interviewing, hiring, onboarding, disciplinary processes, and staff retention efforts.

Support succession planning and leadership development within program teams.
Program Performance and Quality Improvement

Monitor program performance, outcome achievement, service quality, and contract deliverables.

Lead organizational continuous quality improvement efforts in partnership with the Director of Grants Management & Compliance.

Utilize program data to identify trends, strengths, risks, and improvement opportunities.

Develop corrective action plans when program performance concerns arise.

Ensure timely and accurate collection of program data and documentation.

Promote evidence-informed and best-practice approaches across programs.
Grant, Compliance, and Financial Partnership

Collaborate with the Director of Grants Management & Compliance to ensure program implementation aligns with grant requirements and contractual obligations.

Support grant development efforts by providing program expertise, data, impact narratives, and operational insight.

Ensure program teams meet reporting, documentation, and performance expectations.

Participate in grant monitoring visits, audits, and compliance reviews.

Collaborate on budget planning, resource allocation, and sustainability initiatives.
-
Identify operational needs that may impact funding requirements, performance standards, or grant compliance.
Organizational Leadership and Community Engagement

Serve as a member of the organization's leadership team.

Partner with the Executive Director on organizational planning, strategy development, and growth initiatives.
-
As requested, represent Rise Up Rochester at community meetings, collaborative networks, stakeholder engagements, and public events.

Build and maintain positive relationships with community partners and service providers.
-
Support organizational efforts to strengthen community visibility, partnerships, and impact.
Other Duties

What you bring
-
Associate's degree in Human Services, Social Work, Public Administration, Nonprofit Management, Business Administration, or a related field required; Bachelor's or Master's degree preferred. Equivalent combinations of education and relevant experience will be considered in accordance with CCSI's equivalency guidelines.

Minimum of seven (7) years of progressively responsible experience in nonprofit management, human services, violence prevention, victim services, community-based programming, or related fields.

Minimum of three (3) years of supervisory and program leadership experience.

Demonstrated experience overseeing multiple programs, staff, contracts, and performance outcomes.
-
Experience working in grant-funded environments and managing program deliverables tied to funding requirements.
-
Strong knowledge of program evaluation, performance measurement, quality improvement, and compliance practices.
-
Demonstrated success building high-performing teams, developing staff, and implementing organizational change.
-
Experience working with diverse communities and applying culturally responsive, trauma-informed, and equity-centered approaches to service delivery.
Preferred:
-
Experience in violence prevention, victim services, crisis intervention, community outreach, or public health initiatives serving high-needs populations.

Experience leading multi-program human services operations within a nonprofit setting.
