Full Job Description

Job Overview

The Part-time Human Resources Manager will support the organization by overseeing all HR functions, ensuring compliance with Florida employment laws, work with the President to manage Payroll, and foster a positive, mission‑driven workplace.

What You’ll Be Doing

The Fractional Human Resources Manager is responsible for working closely with leadership to strengthen organizational capacity, support employee well‑being, and maintain a culture aligned with United Way values.

Key Responsibilities:

Talent Acquisition & Workforce Planning — Lead recruitment for program, administrative, and grant‑funded roles; support DEI hiring practices; assist with volunteer onboarding when applicable.
Onboarding & Offboarding — Manage new‑hire orientation, I‑9 compliance, E‑Verify (if required), and exit processes; ensure smooth transitions for grant‑funded positions.
Employee Relations — Provide guidance to staff and managers, mediate conflicts, and promote a respectful, collaborative environment aligned with the organization’s mission.
Florida Labor Law Compliance — Ensure adherence to state and federal regulations, including Florida minimum wage updates, FLSA classifications, workers’ compensation, and domestic violence leave requirements.
Benefits & Leave Administration — Oversee health benefits, PTO, FMLA, and nonprofit‑specific benefits such as flexible schedules or wellness initiatives.
Performance Management — Support leadership with evaluations, coaching, corrective actions, and documentation.
Payroll Administration — Coordinate with Finance to oversee biweekly or semimonthly payroll processing; ensure accurate timekeeping, wage calculations, PTO payouts, and compliance with Florida wage laws; reconcile payroll and support grant‑related payroll allocations.
Training & Development — Coordinate staff development, compliance training, and mission‑aligned learning opportunities.
Policy & Handbook Management — Maintain and update HR policies and procedures to reflect Florida statutes and nonprofit best practices.
HR Reporting & Grant Support — Prepare HR metrics, assist with staffing data for grant proposals and reporting, and ensure personnel files meet audit requirements.
Culture & Engagement — Promote a supportive, inclusive culture that reflects the organization’s values; and that lead to initiatives that enhance morale, retention and obtaining departmental and organizational goals.
Change Management — Prepare, support, and guide individuals, teams, and the organization through transitions so that changes in processes, systems, or strategies are adopted effectively, with minimal disruption and maximum engagement.

What You’ll Bring

Bachelor’s degree in Human Resources, Business Administration, Public Administration, or related field
5-7+ years of HR experience, in a nonprofit environment (preferably United Way)
Strong knowledge of Florida employment laws
Excellent communication, leadership, and conflict‑resolution skills
Proficiency with Paylocity HRIS and Payroll processing

· Excellent organization and time management skills and the ability to work with minimal supervision while performing duties.

· Experience with grant‑funded payroll allocations or cost‑center tracking

Familiarity with volunteer management
Background in organizational development or nonprofit leadership

· Valid driver’s license and reliable transportation required.

Environment, Physical Activity and Mental Demands

The environment for this position is an open office that is clean and comfortable.
The position is in a non-confined office-type setting in which he/she is free to move about at will and may include some minor annoyances such as noise, odors, drafts, etc.
The incumbent while performing this position spends time writing, typing, speaking, listening, lifting, and carrying (up to 25 pounds), seeing (such as close, color and peripheral vision, depth perception and adjusted focus), sitting, pulling, walking, standing, squatting, kneeling, and reaching.
The incumbent for this position may operate any or all the following: automobile, telephone, cellular telephone, copy, fax machines, calculator, personal computer, related printers, and office equipment specific to communication functions.
The incumbent in this position must be able to read and interpret documents or instruments; perform highly detailed work; perform mathematical functions; withstand stress; and handle multiple, concurrent tasks and constant interruptions.
