A leading provider of energy, infrastructure, and facility modernization solutions is seeking an experienced Project Delivery Consultant to support project development from initial opportunity assessment through contract execution and transition into delivery. This role bridges business development, engineering, estimating, construction, and executive stakeholders, helping shape winning project strategies, accurate budgets, realistic schedules, and successful execution plans. The ideal candidate brings project management expertise, construction knowledge, estimating experience, financial acumen, and strong customer facing skills within large commercial, institutional, government, energy, or infrastructure projects.
Schedule
Full time, based in Rocky Hill, Connecticut, with regional travel required to support project sites.
Compensation
$112,000 to $168,000 base salary, depending on experience and qualifications, plus a 15 to 20% performance bonus and comprehensive benefits.
What You'll Do
The Project Delivery Consultant leads development of project execution plans, delivery strategies, schedules, and preliminary budgets during the pursuit phase, working closely with sales, engineering, estimating, and operations teams to build competitive project solutions. This includes providing input on vendor selection, subcontractor strategy, value engineering, constructability reviews, and risk mitigation, along with developing detailed cost estimates, labor forecasts, subcontractor estimates, and project schedules using Microsoft Project or similar platforms. The role participates in contract negotiations, establishes commercial terms and payment structures, and evaluates project scope, customer requirements, and delivery risks throughout development.
On the execution side, this person determines staffing and resource allocation needs, coordinates with delivery leadership to forecast future resource requirements, and supports project setup, documentation control, and governance. They serve as a technical and operational resource to construction managers to ensure alignment with original design intent, and support change management so scope modifications are properly documented, priced, approved, and communicated before execution.
This role also builds and maintains long term relationships with customers, contractors, subcontractors, consultants, and industry partners, presenting project plans, schedules, budgets, and execution strategies to clients and executive stakeholders. On the financial side, the consultant supports project financial planning and forecasting, contributes to profitability through accurate estimating and strategic procurement, participates in monthly project financial reviews, and negotiates Schedule of Values and payment milestones. The role also ensures compliance with contractual, legal, regulatory, and code requirements, promotes safety focused planning, and participates in project closeout and lessons learned reviews.
Required Qualifications
- Bachelor's degree in Engineering, Construction Management, Business, or a related field, or equivalent industry experience
- 10+ years of progressively responsible experience in project delivery, construction management, operations management, infrastructure development, or related industries
- Strong background in project estimating, scheduling, budgeting, and construction planning
- Experience managing complex commercial, institutional, industrial, energy, or infrastructure projects
- Proficiency with Microsoft Project or equivalent scheduling software, Microsoft Excel, Word, PowerPoint, SharePoint, Visio, Adobe Acrobat, and cloud based business and project management platforms
Preferred Qualifications
- Experience supporting energy performance contracting, infrastructure modernization, facility improvement, or sustainability focused projects
- Strong understanding of construction delivery methods, procurement strategies, subcontractor management, and supply chain operations
- Experience evaluating project risk, value engineering opportunities, and contract structures
- Familiarity with large scale public sector, higher education, healthcare, municipal, or government projects
- Strong project leadership, organizational, written, verbal, and presentation skills
- Comfortable presenting to executive leadership, customers, and large stakeholder groups
- Ability to lead cross functional teams without direct authority
- Strong negotiation and relationship management skills with a strategic, financially minded approach
