The IT Manager provides strategic and operational leadership for the university’s technology infrastructure, systems, and services. This role ensures the institution’s technology resources effectively advance teaching, learning, research, and administrative goals. The IT Manager oversees multiple related teams, manages resources and priorities, and promotes a culture of excellence, innovation, compliance, and continuous improvement.

Nature of Work

Develops, maintains, and supports computer systems, software, and networks. Functions may include enterprise operations, distributed computing, academic computing, research computing, computer hardware and software management, networking, telecommunications, systems development, database administration, server administration, website management, end user engineering, and service desk operations.

Business Services

Finance
- Create financial structure to develop, maintain, and track zero-based budget
- Develop, maintain, and track activity-based costing for chargeback models to establish service costs
- Create and manage detailed financial reporting by area, activity, service, and consuming organization
Human Resources
- Manage HR operational processes, including time reporting, hiring, offboarding, merit increases, promotions, and related activities
Grants
- Identify and track appropriate grant applications for funding information technology investment
Asset Management
- Lead IT procurement function
- Oversee technology license and seat management functions for S&T campus, including hardware, software, and services; this includes provisioning, tracking, and reclamation
- Manages the BPM-12004 process for all technology acquisitions across S&T, coordinating with campus stakeholders and customers
- Executes and maintains cost modeling frameworks including zero-based budgeting, showback, chargeback, and activity-based costing to support accurate service costing and budget planning

Shift

This position is onsite 8am-5pm M-F, and may be periodically required to work after-hours, nights, weekends, and holidays as required to meet the needs of our customers. This may include managing impactful incidents, maintenance events, or project implementations. Primarily on campus, with flexibility for remote or hybrid work as approved.
Occasional evening or weekend work for system maintenance or project implementation
Limited travel for professional development or inter-campus collaboration

Minimum Qualifications

A Bachelor's degree or an equivalent combination of education and experience and at least 5 years of experience from which comparable knowledge and skills can be acquired is necessary

Preferred Qualifications

Bachelor’s degree and 5+ years of related experience, or Master’s degree and 4+ years of related experience, or Doctorate and 2+ years of related experience
Certifications: ITIL v4, PMP, CISSP, Azure/AWS, or equivalent are highly preferred
Financial analysis skills
Strong skills with reporting analytics
Proficient in identifying grants to support IT projects
Demonstrated experience with:
- Zero-based budgeting
- Cash-flow management
- Activity-based costing
- Charge-back, showback, and cost allocation
- Contract negotiation and management, contract negotiation
- Executive reporting and presentations

Anticipated Hiring Range

The anticipated hiring range for this position has been established as $59,738 - $84,968 annually.

Salary is determined by a variety of factors, including but not limited to, the individual’s particular combination of education, skills, and experience, as well as organizational requirements.
