The Romulus Fire Department is seeking the right candidate for the position of Training Officer. The Training Officer will report directly to the Fire Chief, leading all Fire Department training programs in addition to the development, implementation, and coordination of community-based EMS initiatives focused on opioid response, substance use disorder, and recovery-oriented systems of care.
While ensuring medical compliance with all required certifications, standards, and best practices, the Training Officer will lead the City’s paramedic program, including the coordination, delivery, and evaluation of both fire and EMS training.
About the role
Oversee and manage all Fire Department training programs, including fire suppression, EMS, recruit, in-service, specialty, and advanced certification training; ensure compliance with State of Michigan training and continuing education requirements; evaluate and implement evidence-based training to enhance operational readiness; maintain comprehensive training records; and serve as the department's Training Officer and primary liaison for training coordination with external agencies and partners.
Develop, implement, and manage internal and external training, community education, and a comprehensive fire-based opioid response and community care program, including prevention, outreach, stigma-reduction, safe prescription disposal, naloxone training, post-overdose follow-up, harm reduction initiatives, and coordinated partnerships with healthcare providers, public health agencies, treatment facilities, and community organizations to facilitate referral pathways and recovery services.
Assist in policy development, program evaluation, and system coordination; prepare and maintain reports and documentation; represent the Fire Department in meetings, committees, and regional partnerships; provide training and educational presentations to staff and the community; and perform other duties as assigned by the Fire Chief.
About you
To be successful in this role, a strong and diverse skill set is needed, including:
· Associate’s Degree (credits equivalent to), in Fire Science, Emergency Medical Services, Public Health, Public Administration, or a closely related field from an accredited college or university (Bachelor’s Degree preferred)
· State of Michigan licensure as a Paramedic
· Firefighter I and II Certification
· Fire Officer 1 and 2
· EMS Instructor Coordinator Certification (or ability to obtain within a specified timeframe)
· Demonstrated qualifications or certifications related to fire and/or EMS instruction or training management preferred
· Minimum of ten (10) years of progressively responsible experience in fire service, EMS, training, community paramedicine, or a closely related field
· Experience in training program development, instruction, or interagency coordination strongly preferred
· Strong analytical skills, with the ability to interpret data and identify trends
· Ability to deliver training and public presentations to diverse audiences
· Ability to establish and maintain effective working relationships with City officials, healthcare providers, community organizations, and the public
· Ability to exercise sound judgment, initiative, and discretion in sensitive situations
· Effective oral and written communication skills

General Summary
Under the direction of the Fire Chief, the Training Officer, EMS Response, and Community Care Coordinator is responsible for overseeing all Fire Department training programs, in addition to the development, implementation, and coordination of community-based EMS initiatives focused on opioid response, substance use disorder (SUD) mitigation, and recovery-oriented systems of care.
This position serves as the department’s Training Officer and the lead for community paramedicine programming. Responsibilities include the coordination, delivery, and evaluation of both fire and EMS training, while also integrating emergency response with public health, prevention, harm reduction, and recovery support strategies. The Training Officer/Coordinator ensures personnel maintain compliance with all required certifications, standards, and best practices.
The position exercises independent judgment and discretion in accordance with applicable federal, state, and local laws, regulations, and departmental policies. This role is critical in advancing a proactive, data-informed, and professionally trained workforce within the City of Romulus and surrounding communities. This position will also perform related duties as assigned by the Fire Chief.
Essential Duties and Responsibilities
The following duties are intended to describe the general nature and level of work performed. This is not an exhaustive list. Duties may be modified or assigned by the Fire Chief.
- Oversee, develop, and manage all Fire Department training programs, including fire suppression, EMS, and specialty training
- Ensure compliance with State of Michigan training requirements, certifications, and continuing education standards
- Coordinate and deliver fire and EMS training, including recruit training, ongoing in-service training, and advanced certifications
- Maintain accurate training records and documentation for all department personnel
- Evaluate training needs and implement evidence-based training programs to enhance operational readiness
- Serve as the department Training Officer and primary point of contact for training coordination with external agencies and partners
- Develop and deliver internal and external training programs, including community education initiatives
- Develop, implement, and manage a comprehensive fire-based opioid response and community care program
- Coordinate prevention strategies, including community education, outreach programs, and stigma-reduction initiatives
- Establish and support safe prescription disposal programs and community awareness campaigns
- Lead naloxone distribution efforts, training programs, and public access initiatives
- Coordinate post-overdose follow-up and implement harm reduction strategies, including naloxone leave-behind programs
- Develop and maintain partnerships with healthcare providers, treatment facilities, public health agencies, and community-based organizations
- Facilitate referral pathways and “warm hand-off” processes to connect individuals with treatment and recovery services
- Support integration of peer recovery coaching and community-based support systems
- Collect, analyze, and report data related to overdose incidents, program outcomes, and community impact
- Utilize data analytics and mapping tools to identify trends, high-risk populations, and target intervention areas
- Conduct cross-training with fire personnel, EMS partners, law enforcement, and public health professionals
- Promote trauma-informed, culturally competent, and recovery-oriented response practices
- Assist in policy development and collaborate with City and County stakeholders to enhance system coordination
- Prepare and maintain accurate reports, documentation, and program evaluations Represent the Fire Department in meetings, committees, and regional collaborations
- Provide training and educational presentations to internal staff and community groups
- Perform other duties as assigned by the Fire Chief, or any other duties as assigned by the Fire Chief
Minimum Qualifications
