SPECIAL CONDITIONS:
This is not a Testing Designated Position (TDP) within the definition of the CSKT Drug Testing policy. The successful applicant, if not already employed by the Tribes, must pass a pre-hire drug test and serve a mandatory six (6) month probationary period. The SOD Chief of Field Operations is a full-time position responsible for operating and maintaining the highly technical and complex network of CSKT Dams Early Warning Systems (EWS), and coordinate early warning system activities with the Safety of Dams (SOD) Program.
DUTIES INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING:
- Schedule and attend bi-weekly meetings with the SOD Program Manager.
- Prepare and maintain an EWS maintenance spreadsheet to ensure annual maintenance or deferred maintenance is performed on an efficient basis.
- Coordinate and assist BIA with early warning system upgrades and equipment installation.
- Conduct necessary periodic and annual maintenance on all EWS facilities.
- Directly supervises CSKT SOD full-time or temporary hires that aid in EWS and instrumentation duties and indirectly supervises SOD inspectors, SOD Project Engineers, Road Technicians, SOD/Roads laborers, and any other CSKT Program positions as directed by the SOD Program Manager.
- Prepares annual budgets for all EWS facilities and field instrumentation no later than each May for review with SOD Program Manager for eventual inclusion in SOD Program budget requests for the following fiscal year.
- Replace backup power facilities at early warning system locations.
- Maintain a detailed inventory of backup equipment for the early warning systems.
- Actively assist in procurement of early warning system equipment and/or infrastructure that have been identified in the annual budget.
- Actively assist in the planning, design and construction phases for new dam monitoring infrastructure (piezometers, data loggers, weirs, drains, observation wells, etc.).
- Provide written comments regarding potential environmental impacts due to installation of EWS equipment and dam monitoring infrastructure.
- Promptly evaluate and correct all EWS alarms received from the BIA NMC and Contrail, including field repairs/replacement of instruments and sensors.
- Maintain project files for each EWS facility within the CSKT Network, including pictures, diagrams, exhibits, diary entries, construction observation reports, etc.
- Coordinate EWS maintenance with OneRain or other computer software related companies.
- Coordinate seismic site maintenance with the Montana Bureau of Mines and Geology.
- Coordinate annual dam monitoring efforts with other CSKT programs.
- Collect and file annual dam monitoring data sheets received for all CSKT dams.
- Collect, review, follow-up, and file transmitted OVIC’s performed by FIIP.
- Distribute annual dam monitoring data sheets to the Bureau of Reclamation, Bureau of Indian Affairs and CSKT.
- Collect dam monitoring data including, but not limited to, vibrating wire readings, piezometers, weirs, data loggers, seepage flows, etc.
- Maintain dam monitoring equipment.
- Collect and review all Bureau of Reclamation and BIA annual monitoring reports and report any concerns or anomalies to the Safety of Dams Program Manager.
- Assist the Safety of Dams Program Manager in managing dam monitoring agreements the Safety of Dams Program has with other CSKT programs.
- Perform annual vertical elevation surveys using conventional laser or eye level equipment.
- Coordinate dam book collection and archiving of all dam books at the end of each irrigation season with the Flathead Indian Irrigation Project and the BIA.
- Receive and actively look for annual training opportunities necessary to enhance working knowledge within the EWS and dam monitoring fields.
- Assist other CSKT programs with operations and maintenance of small hydroelectric facilities.
- Assist other CSKT programs with field work such as welding, instrument repair, and survey.
- Assist with annual vegetation removal on the dams.
- Provide construction inspection assistance for DEWR projects as directed by the SOD Program Manager.
- Perform other duties as required.
MINIMUM QUALIFICATIONS (AS REFLECTED ON THE TRIBAL EMPLOYMENT APPLICATION):
- High school diploma or GED/HiSet is required; an Associate or Bachelor’s degree is preferred.
- Must have at least ten (10) years’ experience working independently with various hand tools, working outdoors, performing technical projects, and troubleshooting problems.
- Experience in electrical and instrumentation systems, early warning systems or functional monitoring of dams is preferred.
- Required to obtain and maintain additional certifications as necessary for SOD Program.
- Possession of a valid driver’s license.
- Must wear Tribal Government identification and safety apparel when conducting field activities.
- Required to successfully complete a certified defensive driving course approved by the department upon hire and every three (3) years thereafter.
