Full Job Description

Position Summary

The Site Safety and Health Officer is responsible for overseeing and administering the site safety, occupational health, and industrial hygiene functions in support of DHS facility operations and maintenance activities. This position ensures full compliance with applicable federal regulations, safety standards, and safety performance metrics.

The selected individual will serve as the primary point of contact for the contractor’s safety programs and will ensure all work is performed in accordance with contract requirements, EM 385-1-1 standards, DHA policies and approved Accident Prevention plans.

Section 3. Essential Job Functions

Essential Function 1

Serve as the designated Level 1 Safety and Health Officer (L1 SSHO) for all O&M activities performed under the task order.

Essential Function 2

Develop, implement, administer, and continuously improve the site Accident Prevention Plan (APP) and overall safety management program.

Essential Function 3

Ensure compliance with TE-11, EM 385-1-1 Variance requirements, OSHA standards, and all applicable federal, state, local, and DHA safety regulations.

Essential Function 4

Conduct hazard analyses, identify workplace risks, and develop effective hazard mitigation and control measures.

Essential Function 5

Perform safety inspections, audits, and assessments of contractor and subcontractor activities.

Additional Essential Functions

Investigate incidents, accidents, and near misses; prepare reports and recommend corrective actions.

Coordinate and deliver safety training, toolbox talks, and remedial instruction as necessary.

Maintain required safety documentation, certifications, training records, and compliance reporting.

Ensure the L1 SSHO serves as the primary on-site point of contact for all aspects of the contractor’s safety management program.

Years of Relevant Experience (minimum)

Five (5)

Type of Experience Required

Minimum five (5) years of continuous experience supervising or managing safety programs within general industry, construction, or facility O&M environments.

Experience conducting hazard analyses and developing corrective controls and mitigation strategies.

Experience implementing and administering Quality Control Programs for facility operations, maintenance, or construction contracts.

Demonstrated knowledge of OSHA regulations, EM 385-1-1 requirements, and government contract compliance standards.

Experience managing contractor and subcontractor compliance with safety and quality requirements.

Licenses or Certifications Required (e.g., CPA, PHR, SHRM-CP, CISSP, PMP, state license)

Current OSHA 30-Hour Construction or General Industry Safety Training certification/card required.

Demonstrated completion of a minimum of eight (8) hours of formal safety and health-related training annually for the past five (5) years.

Preferred Qualifications

Experience supporting Department of Defense (DoD), Defense Health Agency (DHA), USACE, or other federal facility contracts.

Experience working in healthcare, medical treatment facilities, or mission-critical environments.

Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), or similar certification preferred.

Quality management certifications or training preferred.
