Senior FOIA Analyst

Job Type: Full-Time
Location: On-site, Washington, D.C., USA
Availability: Immediate Hire

About the Role

Concordant LLC is seeking a Senior Freedom of Information Act (FOIA) Analyst to support the processing and administration of FOIA requests for a government client in Washington, D.C.

The Senior FOIA Analyst will perform advanced FOIA processing functions with minimal oversight and provide subject-matter guidance to the broader FOIA team. This position is responsible for conducting complex reviews, applying FOIA exemptions with expert-level accuracy, evaluating potential harm associated with disclosure, preparing compliant releases, and supporting quality-assurance efforts.

The ideal candidate has expert knowledge of FOIA exemptions, Department of Justice guidance, applicable FOIA legislation, and federal reporting requirements. This position will mentor junior and mid-level staff, identify and correct processing discrepancies, promote consistency across FOIA operations, and contribute to the overall effectiveness and compliance of the FOIA program. This is a fully onsite position in Washington, D.C.

Key Responsibilities

Review, interpret, and process complex FOIA requests with minimal oversight
Analyze the scope and complexity of requests and determine appropriate tasking, search, review, and processing requirements
Conduct or validate comprehensive searches for responsive records
Review responsive records for relevance, responsiveness, exempt information, and potential harm associated with disclosure
Apply FOIA exemptions accurately and consistently in accordance with applicable law, Department of Justice guidance, and client requirements
Use redaction software to prepare records for release and document exemption decisions
Conduct advanced harm analyses to support withholding and redaction determinations
Prepare releasable records and ensure responses meet statutory, regulatory, and client requirements
Draft complex response correspondence, summaries, determination letters, release documents, and other FOIA-related materials
Perform detailed quality-assurance reviews of FOIA responses, redactions, exemption decisions, and processing documentation
Identify processing discrepancies, compliance risks, and opportunities for improved accuracy or consistency
Mentor, train, and provide technical guidance to junior and mid-level FOIA personnel
Assist staff with resolving complex processing issues and correcting deficiencies
Promote consistent application of FOIA policies, procedures, exemptions, timelines, and fee categories
Maintain accurate case files, processing notes, correspondence, and tracking information
Support timely completion of assigned requests and contribute to efficient workflow management
Provide subject-matter guidance regarding Department of Justice reporting requirements and proper submission procedures
Support the preparation, validation, and submission of required FOIA reports
Communicate professionally with internal stakeholders, records custodians, legal personnel, and FOIA program leadership
Uphold client values and promote teamwork, collaboration, accountability, and high standards of performance
Follow established confidentiality, records-management, document-handling, and quality-control procedures

Required Qualifications

At least three years of successful FOIA request-processing experience obtained within the past 48 months
Expert knowledge and application of FOIA exemptions
Comprehensive knowledge of Department of Justice FOIA guidance and applicable FOIA legislation
Demonstrated ability to review complex records and identify potential harm associated with disclosure
Ability to analyze and interpret complex FOIA requests and determine appropriate tasking and search requirements
Experience conducting or validating comprehensive searches for responsive records
Experience reviewing responsive records and preparing documents for release
Proficiency with FOIA redaction software and documentation of exemption decisions
Demonstrated experience conducting quality-assurance reviews of FOIA processing and release packages
Demonstrated ability to mentor, train, and guide junior or mid-level FOIA staff
Ability to identify and correct processing discrepancies
Comprehensive knowledge of Department of Justice reporting requirements and proper submission procedures
Strong analytical, written, and verbal communication skills
Ability to draft clear, accurate, and professional FOIA responses, summaries, and determination materials
Ability to conduct effective internet, database, and records research
Proficiency with word-processing, spreadsheet, presentation, and database tools
Strong attention to detail and the ability to perform advanced FOIA processing with minimal oversight
Ability to work collaboratively and promote consistent, high-quality FOIA production

Required Education

Bachelor’s degree

Additional qualifying FOIA experience may be considered in place of the degree requirement.

Preferred Qualifications

Formal FOIA-related education or training
Experience supporting a federal government FOIA program
Experience processing FOIA requests for the Department of Veterans Affairs or another federal agency
Experience applying Department of Justice guidance to complex FOIA determinations
Familiarity with FOIA case-management, redaction, document-review, or records-management systems
Experience performing advanced quality-assurance reviews of FOIA responses and release packages
Experience preparing or supporting Department of Justice FOIA reporting submissions
Experience leading training, mentoring, or technical-review activities for FOIA personnel

Additional qualifying FOIA experience may be considered in place of formal FOIA training or degree requirements.
