Full Job Description

This position is located in the Department of Health (DC Health) within the Health Systems and Preparedness Administration (HSPA), Office of Deputy Director of Operations (ODDO). DC Health promotes health, wellness, and equity across the District, and protects the safety of residents, visitors, and those doing business in the nation’s capital. The Grants Management Specialist serves as a key member of the HSPA Operations team, responsible for managing the Administration’s federal, local, and public health emergency grant funding. The incumbent oversees grant processes from pre-award through closeout, ensuring compliance with all applicable District and federal laws, regulations, and guidelines. This position plays a critical role in safeguarding public resources, supporting program staff and external partners, and strengthening accountability systems to maximize the impact of emergency response, preparedness, and healthcare-related investments across the District.

Major Duties and Responsibilities

The Grants Management Specialist manages a wide range of activities to ensure the effectiveness, compliance, and fiscal accountability of HPSA’s programs. The incumbent oversees the full lifecycle of grants and local budgets, including solicitation, review, award, monitoring, reporting, invoicing, and closeout, ensuring alignment with District and federal requirements. They are responsible for drafting and updating grant manuals, procedures, and policies, while also providing guidance and technical assistance to program staff, grantees, and subrecipients. A core part of the role is financial management, including budget formulation, expenditure tracking, accounts payable processing, and reconciliation of grant-funded activities to ensure proper use of both federal and local dollars. The Specialist develops and maintains systems for grant reporting, ensuring timely and accurate submission of financial and programmatic reports to federal and District oversight bodies. They ensure reports fully capture grant activities, expenditures, and outcomes in accordance with award terms and compliance requirements. The Specialist also conducts both desk and onsite monitoring of grantees to assess performance, identify risks, and recommend corrective actions, preparing evaluation reports and program improvement recommendations as needed. They also develop and maintain grant tracking systems and databases to provide real-time oversight of grant status and performance.

As a primary point of contact for grant-related and budgetary issues, the incumbent works closely with programmatic staff, grantees, training partners, fiscal officers, and federal agencies to resolve problems and provide solutions. In addition, the Specialist analyzes workflow methods, researches best practices in budgetary and grants management, and recommends improvements that enhance efficiency, transparency, and accountability. By ensuring rigorous oversight of budgeting, invoicing, accounts payable, and reporting functions, and by providing expert guidance on both federally and locally funded programs, the Grants Management Specialist helps DC Health maximize the impact of its funding, advance public health goals, and strengthen the District’s healthcare and preparedness systems. The Specialist also support emergency activations by providing administrative and financial management expertise.

Qualifications and Education

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Preferred Qualifications: A Bachelor’s degree in finance, public administration, public health, healthcare administration, or a related field.

The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.

Collective Bargaining Unit (Union): This position is in the collective bargaining unit represented by AFGE Local 2978 and you may be required to pay an agency fee (dues) through direct payroll.

Position Designation: This position has been designated as Security Sensitive. Pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:

(a) Criminal background check;
(b) Traffic record check (as applicable);
(c) Consumer credit check (as applicable);
(d) Reasonable suspicion drug and alcohol test; and
(e) Post-accident or incident drug and alcohol test.

This position has been designated as Emergency.

Employees occupying positions designated as Emergency are required to:

Report to work, and/or remain at work, in order to carry out responsibilities outlined in the “Critical Operations – Essential and Emergency Designations” section shown above.
Remain at their duty station, or alternate work location (approved by their supervisor) when a situation or condition arises and results in the declaration or announcement of an early dismissal for non-essential/non-emergency employees.
Report to their duty station on time and as required when a situation or condition occurs which results in a declared emergency resulting in a late arrival or unexpected closing of District government offices for non-essential/non-emergency employees.
Carry or wear their official District government ID card during the period of the declared emergency.
The work is usually performed in an office setting, however in emergency situations extensive fieldwork will be required.
