Why does the job exist?
This position performs advanced-level duties with primary responsibility for the Liquid Waste Program and provides support to the Food Safety and Aquatic Programs. The position communicates policy directives to staff and advises District management on potential policy or procedural changes based on field observations and program experience, specializing in aquatic facilities and operations. The position takes a lead role in liquid waste-related training and outreach for staff, regulated communities, and the public. It provides direction and technical assistance to management and staff in the collection of district performance measures, coordination of activities and training, and inspections of installations and facilities within established time frames. Responsibilities include observing operational procedures, evaluating installation requirements, and determining regulatory and permit compliance across all three Environmental Health Bureau programs.
How does it get done?
- Conduct inspections of food establishments, liquid waste systems, public aquatic facilities, and temporary events to ensure compliance with environmental health regulations. Investigate complaints, document findings, and implement appropriate corrective actions
- Review plans and applications, conduct plan reviews, and issue permits for regulated facilities in accordance with applicable laws and regulations
- Perform regulatory enforcement activities, including inspections, enforcement actions, and responses to food recalls
- Maintain accurate inspection, permitting, and enforcement records using approved standard operating procedures
- Provide technical guidance and regulatory assistance to regulated facilities, contractors, local governments, and the public. Mentor and provide technical support to staff on complex inspections, permitting, and enforcement issues
- Participate in public outreach, education, training, and community engagement activities to promote environmental health and voluntary compliance
- Maintain required certifications and participate in ongoing professional development and agency training

Minimum Qualification
Bachelor's Degree in Physical, Natural, or Environmental Science, Soil Science, Engineering, or Chemistry and four (4) years of experience in public/environmental health, environmental science, animal science, natural science, biological science, physical science, air quality management, engineering, chemistry, geology, hazardous waste management, wildlife management, and/or water resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience
Employment Requirements
Must possess and maintain a valid driver¿s license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is performed in both an office setting and outdoors, with considerable travel to field locations, for meetings, trainings, and to permit and inspect facilities to enforce regulatory rules. Occasional weekend work may be required.
