Full Job Description

Position Summary

Under the direction of the Executive Director and Residential Operations Manager, the Maintenance Supervisor (Live-In) is responsible for planning, coordinating, supervising, and participating in the maintenance and repair of the Highlands Housing Authority's portfolio, consisting of a 95-unit senior/disabled development and a 30-unit family development. The Maintenance Supervisor ensures that Authority properties are maintained in a safe, sanitary, habitable, and efficient condition in compliance with applicable federal, state, and local laws, HUD regulations, and Authority policies. As a condition of employment, the employee must reside in Authority-provided housing and participate in the Authority's emergency on-call program.

Essential Duties and Responsibilities

Supervises and coordinates the daily activities of maintenance personnel.
Assigns, prioritizes, and monitors work orders using the Authority's computerized maintenance management system.
Performs and oversees preventive maintenance of buildings, dwelling units, mechanical systems, equipment, and grounds.
Coordinates apartment turnovers to ensure units are ready for occupancy in accordance with Authority standards.
Oversees the operation and maintenance of boilers, heating systems, plumbing, electrical, HVAC, appliances, and other building systems, maintaining required inspection and maintenance records.
Performs routine inspections of units, common areas, and building systems to ensure compliance with HUD NSPIRE standards, health and safety requirements, and Authority policies.
Purchases maintenance supplies and equipment, maintains inventory, and assists with budget control.
Coordinates work performed by outside contractors and vendors.
Maintains Authority buildings, grounds, vehicles, tools, and equipment in a safe and efficient condition.
Responds to maintenance emergencies and participates in a rotating 24-hour on-call schedule.
Maintains accurate maintenance records, prepares reports, and assists in developing maintenance procedures and preventive maintenance schedules.
Promotes positive customer service and maintains professional working relationships with residents, contractors, staff, and the public.
Ensures compliance with applicable HUD regulations, NSPIRE standards, OSHA safety requirements, EPA environmental regulations, Fair Housing and accessibility requirements, New Jersey laws, and Authority policies.
Performs other related duties as assigned.

Minimum Qualifications

High school diploma or equivalent; technical or vocational training in building maintenance or a related trade is preferred.
Minimum of three (3) years of progressively responsible experience in residential or commercial property maintenance, including supervisory experience preferred.
Must possess a valid New Jersey Black Seal Low Pressure Boiler Operator License (“Black Seal License”) or successfully obtain the license within six (6) months of the date of hire.
Working knowledge of plumbing, electrical, carpentry, HVAC, appliance repair, painting, and general building maintenance.
Experience using computerized maintenance management or work order systems is preferred.

Required Licenses

Valid New Jersey Driver's License with an acceptable driving record.
Valid New Jersey Low Pressure Black Seal Boiler Operator's License within six (6) months of the date of hire .
Ability to successfully complete all pre-employment requirements, including background investigation, physical examination, and drug screening, if required by Authority policy.

Knowledge, Skills and Abilities

Knowledge of building maintenance practices, preventive maintenance programs, and building systems.
Knowledge of HUD multi-family housing requirements, NSPIRE standards, OSHA safety practices, and applicable building codes.
Ability to supervise employees, prioritize work, and manage multiple projects.
Ability to communicate effectively with residents, employees, contractors, and the public.
Ability to prepare reports, maintain records, and utilize computers and maintenance software.
Ability to respond effectively to emergencies and exercise sound independent judgment.

Physical Requirements

The employee must be able to perform the physical duties associated with building maintenance, including walking, climbing stairs and ladders, bending, kneeling, lifting and carrying materials weighing up to 50 pounds, operating tools and equipment, and working indoors and outdoors under varying weather conditions. Reasonable accommodations will be provided to qualified individuals with disabilities in accordance with applicable law.

Conditions of Employment

Must reside in Authority-designated housing as a condition of employment.
Must participate in the Authority's after-hours emergency response program.
Must maintain all required licenses and certifications throughout employment.
Performs other related duties as assigned to meet the operational needs of the Authority.
