Full Job Description

Essential Duties and Responsibilities

The Office Manager is responsible for coordinating and overseeing the daily administrative operations of the municipal office. The position provides support to municipal leadership, ensures compliance with statutory requirements, maintains official records, and serves as a primary point of contact for residents, elected officials, and outside agencies.

Administrative Operations

Manage and coordinate daily office operations to ensure efficient and effective delivery of municipal services.
Serve as the primary reception and customer service contact for residents, employees, elected officials, and external agencies.
Answer, screen, and direct telephone calls, emails, and public inquiries.
Prepare correspondence, reports, notices, forms, and other administrative documents.
Maintain office filing systems, both electronic and paper, in accordance with applicable record retention requirements.
Maintain municipal calendars and scheduling for boards, committees, meetings, and events.
Administer, maintain, and coordinate office equipment and technology resources, including copiers, printers, telephones, postage equipment, and related service contracts.
Coordinate maintenance, repairs, replacements, and vendor services for office equipment.
Manage office supplies, equipment inventory, and purchasing.
Assist in the development and implementation of office procedures and administrative practices.
Maintain and safeguard personnel records, employee files, and employment documentation in compliance with applicable laws and policies.

Board, Committee, and Meeting Administration

Coordinate meeting logistics for the Board of Supervisors and other District committees.
Prepare and distribute meeting agendas, packets, supporting materials, and correspondence.
Post meeting notices, agendas, and related documents in compliance with Vermont Open Meeting Law.
Attend public meetings as assigned and accurately record meeting proceedings.
Prepare, maintain, and distribute meeting minutes.
Ensure draft and approved meeting minutes are posted and retained within required timeframes.
Maintain official records of board actions, motions, resolutions, and proceedings.

Open Meeting Law and Records Compliance

Ensure compliance with Vermont Open Meeting Law requirements.
Monitor statutory deadlines and publication requirements for meetings and public notices.
Maintain official records and archives in accordance with state retention schedules and District policies.
Assist with responding to public records requests in accordance with the Vermont Public Records Act.
Safeguard confidential and sensitive information.
Maintain and update the District website with agendas, notices, minutes, forms, and other public information.
Coordinate website content to ensure compliance with Open Meeting Law and public records requirements.

Public Communication and Community Relations

Serve as a liaison between residents, Board members, District staff, member municipalities, and outside agencies.
Provide courteous, professional, and responsive customer service.
Maintain website content, public notices, and other District communications.
Coordinate public outreach regarding meetings, events, and District programs.

Regulatory and Organizational Support

Maintain knowledge of District procedures and applicable state and federal laws.
Assist with regulatory reporting, permitting, and other statutory processes as assigned.
Support District officials during audits, inspections, and regulatory reviews.
Perform related duties and special projects as assigned.

Pay: $23.00 - $25.00 per hour
