Qualified Intellectual Disability Professional (QIDP)

Locations: Citrus Heights, CA & Sacramento, CA (two 6-bed ICF/DD facilities) Employment Type: Full-time, Exempt Reports To: Administrator / Program Director

About the Role

We are seeking a dedicated Qualified Intellectual Disability Professional (QIDP) to oversee active treatment programming and direct support staff across two licensed six-bed Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/DD), located in Citrus Heights and Sacramento.

The QIDP is the central coordinator of each client's active treatment program — integrating, coordinating, and monitoring services, leading the Interdisciplinary Team (IDT), and supervising direct care staff to ensure every client receives continuous, aggressive, consistently implemented active treatment in full compliance with federal ICF/DD, CDPH, and CMS requirements.

Active Treatment & Program Coordination (QIDP)

Integrate, coordinate, and monitor each client's active treatment program across both facilities.
Develop, review, and revise each client's Individual Program Plan (IPP)
Ensure consistency between internal (facility) and external (day program, school, work site) programs and data collection; observe clients during plan implementation and visit outside service sites.
Oversee accurate assessments and reassessments, including the Comprehensive Functional Assessment (CFA)
Ensure environmental supports, assistive devices, adaptive equipment, and written program plans are present, in good repair, and actively used.
Coordinate outside services and maintain open communication with day programs, schools, physicians, and regional centers.
Ensure documentation captures progress data, significant events, and overall quality of functioning in measurable terms.

Staff Management & Scheduling (QIDP)

Supervise, schedule, and direct Direct Care Staff (DCS) across both homes to ensure adequate coverage and continuity of active treatment at all times.
Build and maintain staff schedules that meet client needs and licensing/staffing-ratio requirements; coordinate coverage for call-offs, time off, and vacancies across the two sites.
Work directly with paraprofessionals and other program staff who work with clients, ensuring they have the qualifications, training, and skills to implement IPPs as written.
Ensure enough qualified professional staff are available to monitor, train, and implement program plans for every client.
Provide and document initial and ongoing staff training so employees can perform their duties effectively and competently, including IPP implementation, behavior intervention techniques, and skills/orientation checklists.
Lead and participate in ongoing staff development in both formal and informal settings.
Conduct staff observations, performance coaching, and corrective action to ensure consistent, correct implementation of program and behavior plans.
Ensure all staff are trained on emergency and disaster procedures (fire, severe weather, missing clients) and that drills and in-service records are current.

Interdisciplinary Team & Compliance (QIDP)

Chair and coordinate IDT meetings, scheduling them to facilitate full participation of all members.
Promote participation of parents and legal guardians in the active treatment process, including IPP meeting invitations and notice of plan changes.
Support client rights, informed consent, the right to refuse treatment, and personal financial management to the maximum extent of each client's capabilities.
Coordinate with the Human Rights Committee on programs involving behavior management or risk to client rights, ensuring required written informed consent is obtained.
Maintain survey readiness and respond to deficiencies and corrective actions for CDPH, CMS, and regional center reviews.

Minimum Qualifications

Approval from the California Department of Developmental Services (DDS) as a QIDP.
At least one year of experience working directly with individuals with intellectual and/or developmental disabilities.
Must meet one of the following credential categories: Doctor of Medicine or Osteopathy; Registered Nurse; or an individual holding at least a Bachelor's degree in a human services field (including but not limited to sociology, special education, rehabilitation counseling, or psychology) who is licensed, certified, or registered as applicable to provide professional services in the state of practice.

Preferred Qualifications

Prior QIDP experience in an ICF/DD or licensed residential setting.
Working knowledge of California regional center systems and the IPP/CFA process.
Familiarity with CDPH licensing and CMS active treatment ("W" standard) requirements.
Strong leadership, scheduling, and documentation skills.
Reliable transportation; able to travel between the Citrus Heights and Sacramento homes.
