Full Job Description

The CPUC regulates privately owned electric, natural gas, telecommunications, water, railroad, rail transit, and passenger transportation companies, in addition to authorizing video franchises. Our five Governor- appointed Commissioners, as well as our staff, are dedicated to ensuring that consumers have safe, reliable utility service at reasonable rates, protecting against fraud, and promoting the health of California’s economy.

The California Public Utilities Commission’s (CPUC) Communications Division is seeking to hire two (2) student assistants who can employ critical thinking and creativity to perform regulatory work utilizing a variety of analytical techniques; develop and evaluate alternatives; analyze data and present ideas and information effectively; and successfully communicate and coordinate with internal and external stakeholders.

Conditions of

Employment

This is a part-time, temporary, non-benefited, student position. Employment in all positions with University Enterprises, Inc. is dependent upon the mutual consent of University Enterprises, Inc. and the employee. This means that either University Enterprises, Inc. or the employee can, at any time, terminate the employment relationship at will, with or without cause.

Depending on the type of position you are applying for, a pre-employment background check consisting of one or more of the following may be conducted: employment history, professional references, criminal check: educational verification (degree, license, or official transcript) or DMV clearance. Applicants will be required to pass required pre-employment checks to the satisfaction of University Enterprises, Inc. (UEI) and the hiring Agency or Department.

UEI does not allow students to hold more than one UEI Job at a time, or work in more than one account per pay period. UEI employees who are considering leaving their current UEI student assistant position for a different UEI student assistant position should inform their supervisor in writing and provide at least a week’s notice.

UEI is not a multi-state employer. UEI only employs candidates who live and work in the state of California. If selected for the position you must reside in California and all work must be performed in the state of California throughout the course of employment.

Prerequisites

Must be a college student attending classes during the regular term (Fall, Spring and Winter, if applicable), at one of the accredited colleges or universities on our affiliation list. Students must be enrolled in at least: six-semester units or nine quarter units for undergraduate students; four-semester units or six quarter units for graduate students.

Students declared major must match the major(s) listed in the job posting.

Majors/Fields of Study

Business Administration (all concentrations), Economics, Public Policy, Communications, Political Science, Electrical Engineering, Information Systems, and Pre-Law/Law.

Work Schedule

Monday – Friday, between 8 AM – 5 PM. The final work schedule will be determined by the supervisor.

Additional Work Schedule

Student Assistant and Graduate Assistant employees generally work up to 24 hours per workweek (Sunday – Saturday) during the academic year and up to 40 hours per workweek during breaks; (winter, spring, and summer).

Compensation

$18.50 - $25.50 per hour.

Preferred Qualifications

Individuals who are, or have been:
- A dependent or ward of the court (foster youth).
- A homeless youth.
- A formerly incarcerated youth
  (as defined by Government Code Section 18220).

Duties and Responsibilities

Under the supervision of the Program and Project Supervisor, as well as staff members such as the Staff Services Analyst (SSA), Public Utilities Regulatory Analyst (PURA), and Engineers, the student intern will perform tasks of low to moderate difficulty in various consultative and analytical assignments. These tasks will support the efforts of the Communications Division (CD). The responsibilities include:

Assist in monitoring and processing electronically submitted Advice Letters (AL) and related documents for telephone corporations (carriers).
Help maintain and update the Advice Letter system (Oracle-PAL) or future tracking systems to ensure consistent, efficient, and accurate processing of all carrier ALs, following established protocols.
Support the preparation of ad hoc, weekly, and monthly Advice Letter reports. Review and analyze Tier 1 and information-only Advice Letter filings from telephone corporations, providing sound recommendations for the disposition of these letters. If applicable, prepare in accordance with Decision (D.) 19-08-025 with supervisory approval.
Provide support for service quality issues and network or service resiliency questions as they arise. Contact communications providers to resolve issues related to Advice Letters, service quality, service resiliency, and other related matters.
Assist in drafting proposals and resolutions to support the Office of Information Resources (OIR), Proposed Decisions, and Eligible Telecommunications Carrier (ETC) applications. This involves analyzing responses, writing memos, and preparing comprehensive reports. Collaborate closely with the legal team, telecommunications engineers, the High-Cost team, and Administrative Law Judges (ALJs).
Help facilitate workshops, briefings, presentations, stakeholder meetings, and conferences. Prepare written reports, correspondence, and documents for Commissioners and their advisors, CD management, and other stakeholders regarding the status and implementation of assigned program rule changes and other related matters.
Assist staff in reviewing and preparing comments on pending legislation and the Federal Communications Commission (FCC) dockets and respond to inquiries from the public, local government, and legislative staff.
Gather Service Quality (SQ) reports and other relevant information from service providers, supplemented by data and maps from The California Governor's Office of Emergency Services (CalOES), California Department of Forestry and Fire Protection (CalFIRE), and additional sources. Focus on service quality reports, Major Service Interruption (MSI) outages, Network Operations Report System (NORS) reports, and Consumer Affairs Branch (CAB) data regarding major service outages.
Assist with the development of policies, rules, and guidelines, as well as the implementation of assigned program regulations.

Physical Requirements

Sit for extended periods; frequently stand and walk; manual dexterity and hand-eye coordination; corrected hearing and vision to normal range; verbal communication; use of office equipment including computer workstations, telephones, calculators, copiers, printers, and scanners with or without reasonable accommodation.
