Position Summary
The Birth & Beyond Program Manager provides onsite leadership, operational oversight, and clinical direction for Enhanced Care Management program and Birth and Beyond staff. Working in a dyadic partnership with the Center Manager (CM) to ensure the delivery of high-quality, coordinated services to patients and the community within a small- to mid-size WellSpace Health Center. In collaboration with the CM, this role supports Care Stream LIA (Leadership, Innovation & Accountability) standards and ensures organizational initiatives related to clinical quality, operations, and performance improvement are implemented consistently across the program.
The Birth & Beyond Clinical Manager is responsible for overall Birth & Beyond program performance, including compliance with contractual and grant requirements, achievement of quality and performance metrics, oversight of reporting requirements, utilization review processes, and revenue recovery activities. This role also provides direct patient services as appropriate and supports continuous improvement efforts across program operations.
The Birth & Beyond Clinical Manager represents the Health Center and Birth & Beyond program in internal and external settings, including leadership meetings, collaborative partnerships, funder meetings, committees, trainings, and community events. This includes participation in Birth & Beyond collaboratives and workgroups and ensuring communication of program updates, performance outcomes, and operational needs to leadership and staff.
The Birth & Beyond Clinical Manager maintains and strengthens collaborative relationships with external partners, including funders, evaluators, community agencies, and Birth & Beyond stakeholders such as First 5 Sacramento, Child Abuse Prevention Center, Department Child Family Adult Services, Department of Human Assistance, and other community partners to support program alignment, compliance, and achievement of grant deliverables.
The Birth & Beyond Clinical Manager provides clinical oversight and support the Enhanced Care Manager as with chart review and clinical coordination. The clinical manager also participates as part of Multidisciplinary Team (MDT), working collaboratively with team members to support coordinated care, clinical decision making and quality outcomes.
Required Qualifications
· Master’s degree in psychology, social work, child development, or a related field is required.
o Possession of a valid California LMFT, LCSW, LPCC, BCBCA license is preferred.
· Minimum 2 years of supervisory or managerial experience in healthcare or mental health field required.
· Strong leadership, communication, and team development skills.
· Demonstrated ability to manage grants funding, monitor budgets, and prepare reporting for government and funding agencies and compliance across multidisciplinary teams.
· Demonstrated ability to oversee and participate in multidisciplinary team meetings, coordinating client and family evaluations, program admissions, and discharge planning.
· Demonstrated knowledge and skill in providing evidence-based family support services.
· Knowledge of:
o Family systems theory and ecological systems perspective.
o Early life trauma and parenting styles.
· Commitment to a community health philosophy and demonstrate adherence to WSH Patient Centered Health Home (PCHH) team-based model of care.
· Proficiency in EHR systems, data analytics, and performance dashboards or ability to become so within 6 months of employment.
· Ability to communicate effectively and work with individuals from a wide variety of cultural, ethnic, and socio-economic backgrounds, and possess sensitivity to their health problems.
· Established understanding of FQHC regulations, CCBHC regulations, HRSA standards, SAMHSA standards, HIPAA, OSHA, HEDIS/UDS metrics, The Joint Commissions, FTCA risk management, and California Title 22 requirements and continuous readiness systems or ability to become so within one year of employment.
· Commitment to HIPAA, and ability to abide by standards of professional ethics and maintain confidentiality and Just Culture principles.
· Current BLS and first aid certificate or willingness to be trained (required within the first (90) ninety days of employment).
· Support the standards of High Reliability.
· Assist and support the center, department, or program in meeting High Reliability standards.
· Adherence to infection control procedures, including but not limited to, standard precautions of temperature monitoring, hand washing, symptom self-monitoring, masking and social distancing.
· Must be willing to successfully complete the credentialing process.
Essential Responsibilities
· Serves as the Lead Clinician for all NHI Care Streams in addition to Birth & Beyond and Enhanced Care Management program responsibilities and duties assuring high-quality health care delivery as a member of management team.
· Works in Dyadic partnership with the Center Manager to ensure high-quality care delivery for all care streams with the guidance of the LIAs.
· Leads Birth and Beyond staff in high-quality services, meeting contract milestones and organizational standards.
· Provides support to staff in delivering trauma-informed, culturally responsive, crisis intervention for families with children (ages 0-17).
· Oversees daily operation of the Family Resource Center (FRC).
· Oversees and participates in the interviewing and hiring process, ensuring compliance with all agency and regulatory policies, practices, and laws.
· Assists with clinical guidance and orientation/training of new providers and support staff in areas of charting, computer & EHR training, and center workflows.
· Partners with Center Manager to plan and lead center meetings and engage in collaborative meetings with external partners.
· Works with Center Manager and Birth & Beyond Supervisors to maintain productivity and other quality of care metrics for Birth and Beyond at appropriate levels, in accordance with WSH initiatives, policies, and budgetary guidelines.
· Monitors program-level data and performance metrics to ensure compliance with Birth & Beyond contractual requirements and organizational quality standards, identifying trends and supporting corrective action planning as needed.
· Ensures compliance of the Individualized Care Plan (ICP).
· Participates in program evaluation and continuous quality improvement activities, including data collection, analysis, and implementation of process improvements to enhance program outcomes.
· Collaborates with internal departments and cross-functional teams (including Training, Fiscal, Health Initiative programs, and technical assistance partners) to support coordinated implementation of program requirements, reporting systems, and operational workflows.
· Acts as a mentor and role model to provide excellent patient care and service and collegiality with Center teams.
· Ensures excellent patient service and effective resolution of patient concerns.
· Engages with community partners and promote center programs and outreach initiatives.
· Supports efforts to enhance health equity and culturally competent care delivery.
· Ensures compliance with federal, state, and local healthcare regulations, including TJC, FTCA, OSHA, HIPAA, HRSA, CCBHC, SAMHSA, UDS/HEDIS, and other healthcare standards.
· Provides case conferencing and care coordination.
· Completes WellSpace Health Leadership training as DELTA, LEAD and other leadership training as needed.
· Respond to crisis calls and situations when escalated to manager level.
· Organizes and participates in outreach events in coordination with the Birth & Beyond Supervisors.
· Guides and manages the development of a community advisory board of service recipients for the North Highlands Family Resource Center (FRC).
· Participates in Birth & Beyond and Family Resource Center (FRC) operational committees and collaborative workgroups to support coordination, alignment, and program implementation.
· Provides technical assistance, training, and ongoing support to partners and supervisors on program policies and procedures, including member enrollment, benefits, position descriptions, training requirements, service hours, retention strategies, program design and implementation, compliance requirements, prohibited activities, and other program-related areas as needed.
· Serves as the primary liaison for MAA processes in coordination with the MAA Coordinator, ensuring staff understanding of requirements, documentation standards, updates, and compliance expectations, while also coordinating and delivering site-specific and program-wide MAA training and ongoing staff education on documentation accuracy and reporting requirements.
· Collects, reviews, and submits MAA time study documentation and related reporting in accordance with established timelines and regulatory guidelines.
· Supports development and maintenance of community partnerships to strengthen referral pathways, service coordination, and access to supportive resources for families.
· Completes WellSpace Health Leadership trainings such as DELTA, LEAD, or similar within three years of hire

The work environment is characteristic of a healthcare clinic environment.
