Under the general direction of the Assistant Deputy Director of Workforce Policy, the Branch Chief utilizes high-level workforce development program knowledge and research skills in making high-level policy and program decisions impacting California's statewide workforce development system in compliance with the federal Workforce Innovation and Opportunity Act (WIOA), the Governor's Strategic Plan, and state statutes. The Branch Chief is responsible for planning, organizing, and evaluating all policy development and activities including training of staff engaged within the Workforce Policy and External Affairs (WPEA) Branch: Regional and Local Engagement, Education and Workforce Partner Alignment, Policy and Legislation and will have the lead role in executing the California Workforce Development Board's (CWDB) statutory responsibility to design, develop, implement and maintain WIOA provisions and policies as well as policy implementation of legislation.
The Branch Chief works directly with directors and deputy directors in the Employment Development Department (EDD) Workforce Services Branch, EDD Labor Market Information Division (LMID), other WIOA core program agencies, and other state department partners including, but not limited to the Department of Rehabilitation, Department of Education, Community Colleges Chancellor's Office, California Department of
Education, University of California, California State University, Department of Industrial Relations Division of Apprenticeship Standards, Employment Training Panel, and Department of Social Services Welfare to Work Division, Department of Corrections and Rehabilitation, State Climate and Energy Agencies and Departments, and local and regional partners including the 45 local workforce development board (local board) directors and local educational agencies to identify, research, gather and analyze information and issues necessary to effectively develop new CWDB policy in order to implement the WIOA and state-mandated legislation as required by statute. Directs inter-agency partnership activity to align and coordinate workforce standards and policy across programs and investments by partner agencies.
