Job Description and Duties

Under general direction provided by the Administrative Services Manager, a Supervisor I, this position is responsible for developing and maintaining a comprehensive tracking system of all State Controller’s Office (SCO) FI$Cal Departmental end-user roles and system access. Utilizing knowledge of FI$Cal roles, the Analyst II will work in collaboration with SCO staff in the Contracts and Procurement Office, Departmental Accounting Office, Budget Office, as well as SCO divisions in validating and documenting the existing FI$Cal access. They will be tasked with conducting a quarterly audit of the FI$Cal end-user roles to ensure the policy is adhered to. This position will also process routine FI$Cal end-user requests for role mapping and changes. The position will also perform consultative and complex analytical staff assignments as it relates to special projects, communications, budget drills, and the development of administrative procedures within the Administration and Disbursements Division (ADD).

Duties Performed:
(Candidates must perform the following functions with or without reasonable accommodations.)

The SCO FI$Cal Liaison, analyzes and researches FI$Cal end-user roles to document each role's system access and regularly maintains documentation to reflect system role changes. Collaborates with and gains buy-in from Departmental Accounting Office, Contracts and Procurement Office, and the Budget Office on the final document, and maintains an open line of communication relaying any updates or changes. Develops and maintains detailed tracking log of all SCO FI$Cal end-users roles, along with dates access was provided, removed, or changed. Performs a quarterly audit process to ensure compliance with the 'Access Control Policy' and conducts ongoing audits. Prepares audit reports documenting findings and provides updates to upper management.

Process and maintain User Access Roles in FI$Cal. Reconcile requested user roles with FI$Cal security reports. Act as SCO’s User Access Liaison with FI$Cal Service Center.

Act as the Division Training Coordinator; develop and manage the division training plan, the training budget, and provide recommended training options and expenditure projections to management and the Budget Office; monitor and ensure the training budget remains within the allocation provided.

Act as the Budget Office Liaison: prepare and complete various budget drills such as; allocations, allotments, projections, etc. Gather information from the various units, analyze and research the information provided, and analyze and prepare the results. Update and ensure final data is accurate before presenting to senior management.

Perform analytical work in researching, developing, and maintaining business and administrative policies and procedures, related manuals, and guidelines to support the ADD staff.

As directed, research various business-related issues and provide analysis and recommendations on the impacts.

Oversee the tracking, recording, and release of all mandated reports in SMRTS prepared by the SCO divisions.

Prepare, edit and format the ADD weekly status reports for submission to the Executive Office and SCO leadership.

Prepare and send Division-wide email communications to ensure staff are informed timely and accurately.

Post ADD content to SCO’s intranet, COIN.

Maintain and update division asset logs.

Add and Maintain Suppliers in the Financial Information Systems for California (FI$Cal) received via the Departmental Accounting Office.

Order office supplies, maintain the proper working order of all office machines, including supplies for their maintenance, and initiate service calls.

Serve as the backup ADM Human Resources liaison to bureau staff. Duties include: assist supervisors and managers with personnel actions; initiate and review personnel requests for completeness and accuracy; review and update duty statements, job opportunity bulletins, and organization charts; logs and processes annual performance appraisal summaries/probationary reports/merit salary adjustments; maintain and track leave balances, FMLA usage, and attendance Summary sheets; and works with the department's Human Resources Office on other personnel documentation related to hires, transfers, promotions, separations, and other transactions for processing.
