SCCMHA JOB VACANCY ANNOUNCEMENT

CLASSIFICATION: Mental Health Supervisor (CSS)

Pay Range: $82,899.44 - $107,371.73

PROGRAM LOCATION: Community Support Services

POSITION SUMMARY:

Under general supervision of the Director of Services for Persons with Mental Illness and Substance Use Disorder Services, provides clinical and administrative supervision for case management, peer support specialists and Community Support Services (CSS) therapist. Oversees the day-to-day operations of the unit and monitors service delivery for Saginaw County Community Mental Health Authority (SCCMHA) including facilitating collaboration with internal and community programs. This position will be knowledgeable about and actively support culturally competent recovery based practices; person centered planning as a shared decision making process with the individual, who defines his/her life goals and is assisted in developing a unique path toward those goals; and a trauma informed culture of safety to aid consumer in the recovery process.

ESSENTIAL DUTIES AND RESPONSIBLITIES:

1. Provides clinical and administrative supervision and leadership for case management, peer support specialists, and other professional staff assigned to the team.

2. Monitors the clinical practice of employees including reviewing records, monitoring Person Centered Planning (PCP) practices, observing employees, reviewing and acting on statistical reports and coordinating service delivery within SCCMHA and other agencies.

3. Has an understanding of co-occurring disorders including substance use disorders and will teach and train staff to assist in providing evidence-based services as means to assist persons served to reach person centered goals.

4. Has a strong understanding of mental health diagnosis and is able to inform staff of signs and systems

5. Screens and selects staff in consultation with the Executive Director of Clinical Services and provides orientation and training for staff.

6. Participates in regular meetings with other supervisors to ensure appropriate utilization of resources, program plan, coordinate efforts across programs and formulate policies and procedures.

7. Understands the importance of integrated care and is able collaborate with medical professionals to assure that whole person care occurs with all persons served.

8. Monitors and oversees compliance with the I-Spa (Medicaid 1915 State Plan Amendment) Waiver and the CCBHC, Certified Community Behavioral Health Clinic.

9. Assist staff with seeking residential placements for consumers and monitoring of Adult Foster Care and Specialized Residential Homes.

10. Understands Home and Community Based Services and is able to assist staff with oversight and implementation.

11. May serve as a member on various committees which promote the general goals of SCCMHA.

12. Understands the functions of behavior and is able to develop Positive Support Plans and behavioral treatment plans and is able to teach staff these concepts.

13. Closely monitors the use of State facilities and local inpatient psychiatric units working with staff to identify appropriate diversions and step downs when possible.

14. Advocates on behalf of consumers, displays respect and concern for consumers, encourages independence and personal growth.

15. Understands inpatient petitions and guardianships but supports self-determination principles and self-directed services.

16. Develops and implements policies and practices for the unit that assure that consumers receive appropriate services in a timely manner according to PCP principles and are treated with dignity and respect, at all times.

17. Attends leadership/supervisors’ meetings, in-services and conferences as appropriate for continued professional growth.

18. Facilitates monthly staff meetings and monthly individual staff supervision meetings and keeps appropriate documentation.

19. Assures all staff receive the required training related to their job.

20. Provides clinical leadership to support the implementation of evidence-based practices.

21. Communicates the mission, vision and core values of SCCMHA to employees and implements these principles in all duties of this position.

INCIDENTAL DUTIES AND RESPONSIBILITES:

1. Performs various administrative/clerical functions such as preparing travel vouchers, making copies of documents, filing, etc.

2. Participates in local and statewide effort to plan for programming that will provide appropriate service.

3. Attends meetings, seminars, workshops, and community events related to the public mental health mission.

4. Reacts productively to change serving as a model to staff.

5. Participates in CQI functions.

6. Uses computer hardware and software to perform tasks.

7. Accepts other duties as assigned.

REPORTING RELATIONSHIPS:

Reports to: Director of Services for Persons with Mental Illness and SUD Services

Supervises: Client Services Manager(s), Mental Health Therapist(s), Peer Support Specialist(s) and other professionals assigned to the team.

WORKING CONDITIONS/ENVIRONMENT:

Works in office/clinic. Working with individuals with mental illness can be dangerous with possible injury to themselves and others. May counsel individuals who may become potentially violent. Requires travel to multiple locations, sometimes in bad weather.

QUALIFICATIONS:

Education: Master’s degree in a mental health related field from an accredited school.

Experience: Previous supervisory experience in a clinical mental health or related organization preferred. Previous administrative experience preferred. A minimum of three (3) years relevant professional clinical experience, in mental health treatment programs, serving adults with serious mental illness.

Licenses and Certifications: Valid Michigan Driver’s license with a good driving record.

A limited licensed master’s social worker (LLMSW), licensed master’s social worker (LMSW), limited licensed professional counselor (LLPC), licensed professional counselor (LPC), limited licensed marriage and family therapist (LLMFT), licensed marriage and family therapist (LMFT), limited licensed psychologist (LLP) and licensed psychologist (LP).

Knowledge, Skills, and Abilities:

1. Ability to provide clinical leadership.

2. Knowledge and ability to demonstrate person centered planning practices.

3. General business skills and ability to manage a budget.

4. Computer competency, including word processing, spreadsheets, databases, internet, E-mail.

5. Ability to plan and organize work of self and staff and provide group leadership.

6. Effective oral and written communication skills, minimum at college level.

7. Ability to organize and maintain data and information.

8. Problem solving and mediation abilities, including ability to effectively manage personnel.

9. Ability to maintain favorable public relations and provide community leadership.

10. Ability to exercise independent and mature judgment.

11. Ability to maintain strict confidentiality.

Physical/Mental Requirements:

1. Hearing acuity to converse in person and on telephone.

2. Visual acuity to observe consumers behavior, read and proofread documents and use EHR and other electronic devices.

3. Ability to walk, stand or sit for extended periods of time.

4. Manual dexterity to write and to operate standard office equipment (PC, Keyboard, Copy Machine, Fax Machine, etc.)

5. Ability to lift and carry files and supplies at least 20 pounds.

6. Strong interpersonal skills to interact with leadership, employees, consumers and the general public.

7. Analytical skills necessary to conduct research, analyze, and interpret complex data and identify and solve problems by proposing courses of action.

8. Ability to plan short and long range and to manage and schedule time.

9. Ability to handle stress in meeting deadlines and dealing with large numbers of employees and/or consumers.
