Benton County is seeking a strong and collaborative leader for a full-time, non-union Social Services Supervisor – HCBS position within the Human Services Department’s HCBS Unit. This role provides direct supervision, operational leadership, and program oversight to support effective and person-centered Home and Community-Based Services (HCBS) delivery.

The
2026 desired hiring wage range for this position is
$41.35 – $44.42 per hour, depending on qualifications and experience. This position also offers career progression potential up to $56.72 per hour.
NOTE: A bachelor’s degree in social work, psychology, sociology, or a related field, along with four (4) years of relevant work experience, is required for this position. The preferred qualification includes two (2) years of supervisory and/or leadership experience.

Position Summary
Coordinate, oversee, and administer the delivery of social services to the assigned unit.
Scope of Responsibility
Responsible for providing supervision of professional and support staff. Consult with workers on critical decisions that affect health and safety or have significant financial implications. Develop services and policies, submit accurate and timely reports, and administer grant proposals/budgets.
Duties and Responsibilities
Essential Functions
A. Provide direct supervision of unit staff.
A. 1. Assign work and organize unit caseload.
A. 2. Evaluate performance and prepare performance improvement plans.
A. 3. Consult on disciplinary issues.
A. 4. Participate in employee recruitment, hiring, training, and retention activities.
A. 5. Ensure compliance with the County Personnel Policies, Collective Bargaining Agreements, and federal, state, and local regulations.
B. Prepare, maintain, monitor, and audit compliance with provider contracts.
C. Manage the development, monitoring, and implementation of the unit budget.
D. Develop unit policies and procedures and assist with the development of department policies and procedures.
E. Respond to client concerns and complaints and manage resolution.
F. Develop grant applications and monitor grant programs.
G. Maintain records and files and prepare reports.
Additional Functions
A. Attend training as needed.
B. Serve as a Benton County representative on various committees, associations, interagency collaboratives, and liaison to community groups.
C. Serve as a member of the Human Services Management Team.
D. Perform other duties as assigned or apparent.
ADDENDUM – Social Services Supervisor – Home and Community-Based Services
Responsible for providing supervision of professional and support staff of the HCBS unit, including Waivered Services Programs, and Rule 185 Case Management.
A. Provide supervision of the HCBS Unit.
B. Develop community-based service providers and execute agreements.
C. Prepare, maintain, monitor, and audit compliance with provider contracts.
D. Provide oversight of the Guardianship consultation team to ensure appropriate decisions are made.
E. Manage the Waiver Review Team to ensure funds are used in a fiscally responsible manner.
F. Participate in the Emergency Preparedness Team - Congregate Care, attending training and exercises.
ADDENDUM – Social Services Supervisor – Child Protection/Intake/Assessments
Responsible for providing supervision of professional and support staff of the Child Protection/Child Welfare/Intake/Assessments unit.
A. Manage the Child Protection Screening Teams and make final screening decisions.
B. Manage and support Child Protection Investigators and Family Assessment workers in determining investigative and assessment procedures.
C. Assist staff in making out-of-home placement decisions in collaboration with county attorneys and law enforcement.
D. Manage a team of Case Managers providing case supervision regarding safety, case planning, court recommendations, and placement/permanency decisions.
E. Manage the Parent Support Outreach Program.
F. Manage the Adoption Program, providing supervision and guidance in making adoption decisions and signing legal adoption documents.
G. Ensure adherence to DHS requirements, audits, and PIPs.
H. Attend required community meetings for the Stearns Benton Child Protection team and Child Advocacy Center Administrative team.
I. Participate in the Emergency Preparedness Team - Congregate Care, attending training and exercises.
ADDENDUM – Social Services Supervisor – Adult and Child Mental Health
Responsible for providing supervision of professional and support staff of the Adult and Child Mental Health unit, including homeless outreach, truancy, minor parent assessments, civil commitment screenings, and placement for corrections.
A. Provide supervision to the Mental Health unit.
B. Program areas include Adult Mental Health, Children’s Mental Health, Homeless Outreach, Truancy, CAMHI Coordinator, and Mental Health Co-Responder.
C. Manage Civil Commitment Screening Teams and make final screening decisions.
D. Manage the Mental Health Placement Screening Teams and make final screening decisions.
E. Attend required community meetings for Community Adult Mental Health Initiative, Local Advisory Council, and Children’s Mental Health Collaborative.
F. Participate in Emergency Preparedness Team - Congregate Care, attend training and exercises.
Preferred Qualifications
A. Mental Health Professional License.
ADDENDUM – Social Services Supervisor – MnCHOICES/Adult Protection
Responsible for providing supervision of professional and support staff of the MnCHOICES/Adult Protection unit, including MnCHOICES assessments, adult protection, adult protection/Community First Services and Support (CFSS), and intake.
A. Provide supervision of the MnCHOICES/Adult Protection Unit.
B. Develop community-based service providers and execute agreements.
C. Prepare, maintain, monitor, and audit compliance with provider contracts.
D. Review, screen, and consult on Adult Protection reports.
E. Provide oversight of guardianships for adult protection.
F. Participate in the Emergency Preparedness Team-Congregate Care, attending training and exercises.
G. Provide supervision for the Adult Protection/Community First Services and Supports (CFSS) Coordinator position.
G. 1. Provide oversight of the coordination of services for the Community First Services and Support (CFSS) recipients of the program.
Qualifications
Minimum Qualifications
A. Bachelor's degree in social work, psychology, sociology, or a related field; and
B. Four (4) years' relevant work experience; and
C. Must successfully complete a background check; and
D. Must possess a valid driver's license and be able to drive in the state of Minnesota.
E. Obtain and maintain certifications and licensures.
Preferred Qualifications
A. Two (2) years of experience as a supervisor or in a leadership role.
Knowledge, Skills, and Abilities
A. Knowledge of the principles, techniques, and practices of social work and social work supervision.
B. Knowledge of Federal and State laws and regulations relating to human services programs.
C. Familiarity with Benton County community agencies and resources.
D. Knowledge of program administration, personnel administration, management techniques, and organizational development.
E. Ability to communicate effectively, orally and in writing, and have strong positive public relations skills.
F. Ability to establish and maintain effective working relationships with others.
G. Ability to apply professional/managerial principles and judgment within overall goals established by senior management.
H. Ability to perform varied work involving many complex and significant variables, requiring analytical ability and inductive thinking in adapting policies, procedures, and methods to fit unusual and complex situations.
I. Ability to maintain communication with persons of influence involving considerable tact, discretion, and persuasion to negotiate important agreements or elicit desired behaviors.
J. Ability to travel within your daily work assignment.
K. Ability to work extended, evening, and weekend hours as needed.

Physical Demands & Working Conditions
A. Work is performed in the office and the community. Options for telework (when not required to be in the office or the community) may be permitted at the discretion of the Department Head.
B. Ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of light weight (5-10 pounds).
C. Headaches, eyestrain, carpal tunnel syndrome, and related occupational hazards associated with computer work reflect the most common potential for injury.
D. May encounter verbal abuse and threats from hostile and frustrated clients.
E. This position is generally light-duty and may require the exertion of up to 20 pounds of force on occasion and the ability to lift, carry, push, pull, and move objects.
F. This position is frequently exposed to mental effort, mental health, and stress.
G. This position continuously works under high attention to detail.
Hours of Work
A. Monday – Friday, 8:00 a.m. – 4:30 p.m.
B. Available on-call 24 hours per day, seven (7) days per week, to provide consultation and staff support.
C. Required to respond in person when statutorily appropriate.
Equipment Utilized
A. Office equipment, computer hardware and software, personal vehicle, county automobile, and phones.
