JOB DESCRIPTION

POSITION TITLE: Veteran Housing Navigator

PROGRAM: Supportive Services for Veteran Families (SSVF)

STATUS: Non-Exempt – Full-Time

LOCATION: Salem, OR In-Person

REPORTS TO: Program Manager

Scope of Position:

The Housing Navigator will receive extensive training related to the Housing First model and SSVF standards and requirements. The Housing Navigator is tasked with engaging, recruiting, and retaining landlords, conducting housing consultations with program participants enrolled in the Supportive Services for Veteran Families Program. The Housing Navigator will also work collaboratively with the local Veteran Medical Center staff and the HUD-VASH teams.

Job duties include:

· Outreach to Veterans experiencing houselessness or imminent risk of losing their housing.

· Hosting informational meetings with participants and partners.

· Conducting vacancy searches.

· Coordinating participant placement into housing.

· Develop and maintain housing databases.

· Compose regular correspondence with landlords and assessing their program satisfaction.

· Identifying housing options for program participants.

· Training staff members and program participants in the subject areas of landlord retention and landlord/tenant rights and responsibilities.

· Housing development/operating models relevant to homeless services.

RESPONSIBILITIES:

· Outreach, assess and engage homeless/imminent risk of homelessness Veterans to identify eligibility for services.

· Outreach, engage, recruit, and retain landlords to identify available permanent housing stock.

· Collaborate outreach and service delivery with VA Medical Center staff and HUD-VASH partners.

· Conduct housing consultations with program participants and assist in the development of housing stability plans with participant and SSVF Case Manager and/or HUD-VASH staff.

· Provide education, guidance, and resources to program participants to support their housing search and retention.

· Coordinate the placement of program participants into housing and work cooperatively with the housing inspector to ensure that all units pass inspection.

· Conduct informational meetings with landlords, property management companies and community partners.

· Stay abreast of best practice and emerging trends in homeless services, affordable housing, and permanent housing.

· Educate staff and program participants in the subject areas of landlord retention, landlord/tenant rights and responsibilities, and housing development/operating models relevant to homeless services.

· Maintain client confidentiality and perform job responsibilities in accordance with the rules and regulations of Easterseals Oregon, Department of Veterans Affairs, Supportive Services for Veteran Families Program, VA Medical Center and HUD-VASH.

· Provide to Supervisor with written program participant success stories and board report materials.

· Attend all required meetings with Easterseals Oregon, SSVF, VA Medical Center, HUD-VASH and Community Partners.

· Support Easterseals Oregon Vision, Mission, and Core Values.

· Perform all other duties as assigned.

MINIMUM EDUCATION CERTIFICATION AND EXPERIENCE:

· High School Diploma, GED or equivalent. A degree in Human Services is helpful.

· Interest in working with vulnerable populations and homeless services preferred.

· Must have the ability to write routine reports and correspondence.

· Speak effectively and professionally before groups of participants, business, or community partners.

· Ability to manage multiple tasks with effective time management skills.

· Proficiency in MS Office.

OTHER REQUIREMENTS:

· Travel throughout Marion & Polk Counties.

· Require own transportation.

· Valid driver’s license.

· Current vehicle and liability insurance.

· Pass MVR background & criminal check.
