Position: Youth and Adult Employment Placement Specialist/Job Developer
Program/Location: 406 Main Street, Watsonville, CA 95076
Status: Full-Time
Hours per week: 37.5 – 40 hours per week, including occasional weekends and evenings,
Generally 8:30am to 5:00pm and may include evenings or weekends depending on the need to communicate with clients.
Salary Range: $24.00-$26.00/per hour
Benefits: Medical (employee share of cost depending on plan selected), vision, life, dental (employee pays half of dental) insurance, Retirement plan (401K plan after six months), 24 days annual leave to start, and 13 paid holidays per year.

Overview: The Community Action Board of Santa Cruz County, Inc. (CAB) has been the County’s designated Community Action Agency since 1965, with the mission to eliminate poverty. CAB does so through the 5 program pillars of community building, employment/mentoring, immigration legal services, homelessness prevention and intervention services and special projects that serve over 9,000 people per year, with a staff of over 80 employees.
Program Overview: Under the direction of the Employment Programs Operations Manager, the Youth & Adult Employment Placement Specialist/Job Developer will provide job readiness support for participants and coordinate with employers/community partners to ensure successful employment outcomes including researching and sending general and specifically identified job openings to participants, based on participant interest and skills. The position works with CalWorks participants referred by the County of Santa Cruz. These referred participants are primarily adults, and some youth aged 16-17. This position is funded through a contract with the County which is annually evaluated for continuation. Involves use of own vehicle, which must be insured to allow use of vehicle for work purposes.
Basic Functions:
- Place clients in subsidized employment by offering them job opportunities that match their interests. Participants may enter unsubsidized employment after period of subsidized work, or enter unsubsidized work directly
- Works with local employers, business and community organizations to ensure successful job placements for participants/clients and employers and;
- Works with the County and other community partners who provide collaborative services to participants/clients.
Duties and Responsibilities:
- Ensure program placement goals are met by providing high quality and responsive relationships with program participants and employers/community partners.
- Identify appropriate matches for participants and employers. Contact employers for program involvement; facilitate employer hiring and subsidy agreements.
- Ensure program job placement goals are met by building and maintaining relationships with local employers to identify employment opportunities and facilitating job matches based on participants skills and interest.
- Public contact experience, marketing background is preferred.
- Support participant success by providing, creating and implementing job readiness services to participants, including communicating employer expectations, appropriate workplace behavior, and interview preparation.
- Assist clients in job placement and job retention to ensure successful program completion.
- In conjunction with participants’ County Human Services Department staff, provide supportive wrap around career counseling and case management support as needed.
- Implements CAB’s Steps4Success protocols to ensure client needs are met.
- Conduct interviews to assess strengths, challenges and create Smartgoals with participants/clients.
- Provide information and referrals to clients as appropriate to support successful employment opportunities (health, rental assistance, food, transportation and, etc.).
- Maintain close and clear communication with team and supervisor re: outcomes, challenges, successes.
- Set-up and organize client files and write administrative and progress reports regarding participant achievement and employer satisfaction (case notes); perform related data entry and contribute to required reports.
- Collect participant timecards and process check requests for subsidized wage payment to employers.
- Complete a monthly workbook with participant data and wages.
- Participate in agency wide meetings and trainings.
- Accuracy and timely data collection to ensure reports are created timely and accurate.
- Operation of office machines including computer workstation.
- Facilitation of job readiness workshops (one-to-one and group setting) and assist with job fairs
- Conduct mock interviews, intakes, and goal setting with clients; communicate progress with team and partners.
- Complete MAA Time reporting.
- Other duties as assigned.

- Proficient computer skills – MS Office Suite.
- City, State and Federal employment laws, regulations and codes including EOE and ADA.

- Motivate participants and employers to become involved with the program and maintain good relationships.
- Impart and obtain information tactfully and accurately.
- Match individuals to jobs openings.
- Ability to effectively speak publicly and ability to facilitate groups, classes, or meetings
- Work effectively with individuals from a variety of educational, socioeconomic, and ethnic backgrounds and with various backgrounds and special needs in a culturally competent manner.
- Understand and apply eligibility requirements related to special programs.
- Communicate effectively both orally and in writing; Speak and write English/Spanish.
- Exercise sound judgment and multi-task.
- Keep documentation organized and accessible and meet deadlines.
- EDUCATION AND EXPERIENCE:
- AA/BA degree in business, marketing, communications, public relations, psychology, or an area related to job readiness/development is desired, or equivalent related experience.
- Public contact experience and sales/marketing background is preferred. Demonstrated professional experience in career counseling/job development preferred.
- LICENSES AND OTHER REQUIREMENTS :
- Clean DMV, CA driver's license, vehicle and proof of insurance that covers use of vehicle for work purposes.
