The RN Shift Supervisor performs highly complex nursing work by coordinating, monitoring, and evaluating nursing services during an assigned shift to support safe, consistent, and quality care for individuals served at a State Supported Living Center. Coordinates nursing assignments and shift coverage, provides clinical guidance, mentoring, coaching, and on-the-job training to nursing staff, and serves as a point of contact for nursing and interdisciplinary staff. Performs comprehensive assessments, treatments, medication administration, emergency response, documentation, and other nursing procedures in accordance with laws, regulations, facility policies, standards of care, and the Texas Nurse Practice Act. Evaluates nursing program operations, services, and shift activities. Communicates findings and recommended corrective actions or process improvements through appropriate supervisory channels, follows up as assigned to support implementation of approved changes, supports continuity of care, and may provide direct care nursing services as needed. Works under limited supervision of the NOO or other designated supervisor, with considerable latitude for the use of initiative and independent judgment.
Starting salary for this position: $7,532.75
This position may also be eligible to earn additional pay for work performed on maximum security locations.
Essential Job Functions (EJFs):
Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.
May serve in an on-call status on a rotating schedule as required to meet operational needs of the facility.
Coordinates, monitors and evaluates nursing services and activities for the assigned area (a home, group of homes, or the SSLC as a whole, depending on SSLC size) during the assigned shift. Supports appropriate nursing staff coverage by collaborating with the person(s) responsible for the nursing schedule and other appropriate staff to ensure proper coverage. Adjusts nursing assignments based on call-ins and the immediate needs of individuals served. Communicates significant nursing coverage issues to the appropriate supervisor or administrator.
Coordinates work assignments for nursing staff within the assigned area during the assigned shift. Provides guidance, on-the-job training, mentoring, and coaching to nursing staff, including direct care RNs and LVNs, to support consistent nursing practice and continuity of care. Monitors and reviews nursing assessments, related documentation, and nursing service delivery on the assigned shift to determine compliance with policies and procedures, accuracy and completeness of assessments, adherence to standards of care, and quality of services provided to individuals. Provides feedback to the supervisor for follow up.
Evaluates nursing program operations, services, and activities during the assigned shift to identify trends, concerns, gaps in coverage, training needs, and opportunities to improve consistency, quality, and continuity of nursing care. Reviews information from shift activities, nursing assessments, documentation, staff reports, incidents, and interdisciplinary communication to determine whether nursing services are being delivered in accordance with facility policies and procedures, standards of care, applicable rules and regulations, and the Texas Nurse Practice Act. Communicates findings, concerns, and recommended corrective actions or process improvements to nursing leadership through appropriate supervisory channels. Follows up as assigned to support implementation of approved changes and promote safe, effective, and person-centered nursing services for individuals served.
Serves as the point of contact for interdisciplinary staff for coordination of nursing services for the assigned areas, or the SSLC as a whole, specific to SSLC needs. Receives calls for assistance from staff members such as direct care nurses, the campus coordinator, home supervisor, on-duty supervisor, incident and risk management staff, and other department heads. Responds by assessing nursing services being provided to ensure they meet standards of care and identifies the need for additional or different services to ensure quality of services. Coordinates with nursing, medical, or administrative staff to help ensure needed services are received in the assigned area. Needs include tasks such as a nursing assessment, treatment, or consultation with medical staff for consideration of transfer offsite to a hospital for assessment or treatment. Models and coaches this work for less experienced RN Shift Supervisors.
Performs highly complex nursing work including comprehensive assessments, health screenings, and treatments campus wide. Performs technical nursing procedures according to facility and state regulations after demonstration for competency, i.e., tracheostomy care, gastrostomy/jejunostomy care, wound care, breathing treatments. Maintains competency in use of all medical equipment as ordered by physician/PCP. Administers medications, immunizations, and treatment and observes patients for unusual symptoms and reactions. Demonstrates knowledge of medications administered in order to identify desired effects or adverse reactions. Evaluates and documents healthcare needs and/or issues and reports health care needs and/or issues to the appropriate person(s). Communicates health status/needs to other disciplines, and to families as needed.
Provides teaching and training to staff and individuals. Assists with on-the-job nursing instruction and training of other nurses, such as LVNs and RNs, and less experienced RN Shift Supervisors, during the assigned shift by observing work performance and providing feedback related to nursing protocols and treatments. Develops and presents information for in-service training or staff development, as assigned. Serves as a resource for other nurses by answering questions about nursing protocols and providing information about where to seek additional professional development resources, including online learning platforms. Models appropriate interaction with individuals with intellectual and developmental disabilities, their family members, and staff members. Provides input to nurse managers and other supervisors to assist with follow up and employee performance evaluation.
Trains other RN Shift Supervisors, as assigned, and serves as a resource for them in performing their essential job functions, including coordinating coverage and adjusting nursing assignments during the shift. Mentors and coaches them to develop their skills and abilities. Identifies best practices for shift organization and nursing staff deployment and provides recommendations to the supervisor. Cross-trains registered nurses to serve as back-up RN Shift Supervisors, as needed.
Provides back-up coverage for nursing activities on an as-needed basis. For example, assists in the lab to draw blood samples during scheduled time periods, as needed. Collects specimens for laboratory examination and conducts appropriate screening tests after competency is documented, as requested by lab personnel. Provides direct care nursing services as needed due to staffing issues, complex cases, or on-the-job training needs. Responds to emergency situations to ensure safety of individuals. Performs CPR, suctioning, and other emergency procedures as directed by physician/PCP/protocol. Administers emergency medications as prescribed. Demonstrates a working knowledge of emergency procedures and emergency equipment. Recognizes and coaches appropriate Safe Use of Restraint (SUR) procedures. Provides treatment to HHS employees injured in course and scope of employment.
Actively participates in, and prepares for in advance, essential meetings related to care of persons served in order to manage and coordinate health care to achieve optimal health. Updates necessary items in the automated system(s) and other tracking documents and takes the necessary action to communicate information to other disciplines.
Participates in competency-based training and continuing education activities and meetings to maintain competence in nursing best practice. Demonstrates knowledge of safety and infection control practices to ensure a safe working environment. Complies with state mandated continuing education to maintain licensure as a registered nurse. Follows information security protocols in order to maintain the accuracy and confidentiality of consumer records. Complies with all State/Federal/Local standards; Facility Policy, ICF Standards, and Texas Nurse Practice Act. by following standard precautions to minimize cross contamination.
Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge, Skills and Abilities (KSAs):

Knowledge of emergency procedures and equipment, including CPR, and ability to respond to resident or staff emergencies.

Registrations, Licensure Requirements or Certifications:
Licensed to practice as a registered nurse in the State of Texas or a state that recognizes reciprocity through the Nurse Licensure Compact.
Initial Screening Criteria:
At least one (1) year experience as a practicing registered nurse is required.
Experience coordinating nursing services, shift coverage, or nursing assignments is preferred.
At least two (2) years of experience as a practicing registered nurse in a health agency, hospital, or health-care facility is preferred.
Bachelor's Degree is preferred.
Previous experience working with Individuals with Intellectual and/or Developmental Disabilities (IDD) is preferred.
