Finance Manager

Position Summary
The Finance Manager is responsible for planning, organizing, directing, and managing the financial operations of the City. This position oversees accounting, budgeting, financial reporting, payroll, accounts payable, utility billing oversight, grant financial management, investments, debt administration, purchasing compliance, and audit coordination. The Finance Manager ensures compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) requirements, Texas statutes, grant regulations, and City policies.
This position serves as a key advisor to the City Administrator and City Commission on all financial matters and is expected to maintain the highest standards of integrity, transparency, and accountability.
Essential Duties and Responsibilities
Financial Management
- Direct all accounting and financial operations of the City.
- Maintain the City's general ledger and chart of accounts.
- Prepare monthly, quarterly, and annual financial statements.
- Monitor revenues and expenditures.
- Prepare cash flow projections.
- Manage pooled cash and fund accounting.
- Ensure proper reconciliation of all bank accounts.
- Maintain internal financial controls.
Budget Administration
- Coordinate preparation of the annual operating and capital budgets.
- Assist department heads with budget development.
- Monitor budget performance throughout the fiscal year.
- Prepare budget amendments.
- Present financial reports to the City Administrator and City Commission.
Accounting
- Supervise:
- Accounts Payable
- Accounts Receivable
- Payroll
- Utility Billing (if assigned)
- Fixed Assets
- Maintain accurate accounting records.
- Perform month-end and year-end closing procedures.
- Ensure all journal entries are accurate.
Audit Coordination
- Serve as liaison with the City's independent auditors.
- Prepare audit schedules.
- Coordinate annual financial audit.
- Implement audit recommendations.
- Ensure timely completion of the Annual Comprehensive Financial Report (or Annual Financial Report).
Investments and Cash Management
- Monitor daily cash balances.
- Manage investments in accordance with the City's Investment Policy and Public Funds Investment Act.
- Prepare investment reports.
- Coordinate banking relationships.
Purchasing and Procurement
- Ensure compliance with:
- Texas Local Government Code
- Texas Government Code
- City purchasing policies
- Grant procurement requirements
- Review purchase orders.
- Monitor contracts and vendor payments.
Payroll Administration
- Oversee payroll processing.
- Ensure compliance with:
- IRS regulations
- TWC requirements
- Retirement reporting
- Payroll tax reporting
- Maintain payroll records.
Financial Reporting
Prepare and present:
- Monthly financial statements
- Budget status reports
- Investment reports
- Cash flow reports
- Debt schedules
- Grant financial reports
- Revenue projections
Internal Controls
- Develop and maintain internal control procedures.
- Protect City assets.
- Monitor compliance with financial policies.
- Recommend improvements to financial systems.

- Minimum Qualifications
Education
Bachelor's Degree in Accounting is REQUIRED.
Degrees in Business Administration, Finance, Economics, or related fields will not substitute for the required Accounting degree.
Experience
One of the following:
- Five (5) years of progressively responsible governmental accounting experience; or
- Three (3) years of municipal finance management experience; or
- Equivalent combination of education and experience acceptable to the City.
Experience in Texas municipal government is strongly preferred.
Preferred Qualifications
Preference will be given to applicants possessing one or more of the following:
- Certified Public Accountant (CPA)
- Certified Government Finance Officer (CGFO)
- Government Finance Officers Association (GFOA) training
- Experience with Texas municipal budgeting
- Experience managing state and federal grants
- Experience with utility billing systems
- Experience using municipal accounting software such as , Incode, ,
Licenses
Required:
- Valid Texas Driver License
- Ability to be bonded
Preferred:
Physical Requirements
- Sit for extended periods.
- Lift up to 25 pounds.
- Operate computers and office equipment.
- Attend evening City Commission meetings as required.
Working Conditions
- Primarily office environment.
- Occasional evening meetings.
- Minimal travel for training and conferences.
- May work additional hours during budget preparation, audit season, grant reporting, and year-end closing.
